GAZETTE NOTICE NO. 4654

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed remodeling of a service station on L.R.no. 15149/10 Jomvu, Mombasa. The proponent proposes to reconstruct and operate the service station. The project will include construction of the following infrastructure: Two double wall compartmentalized Underground Storage Tanks (UST’s) for PMS and AGO of 200m3 capacity connected to product pumps/dispensers at pump islands, five pump islands, a structural steel canopy , wash bay, service bay and forecourt, concreted truck-off loading and vehicle fueling area, lubrication services bay and a car alignment area, car washing bay, truck parking area, oil water separators, office building comprising management offices, a kitchen/kitchen stores, cafeteria, a sitting area, a shop/shop store, toilet blocks, staff changing rooms and a prayer room, tyre center and borehole. The proposed project is situated along Mombasa-Nairobi highway on plot no. 15149/10 which is approximately 1.619 hectares in size. The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Suggested Mitigation Measure Air quality • Develop and implement effective measures for minimization of dust during the construction phase • Ensure the design, monitoring and safety systems installed for the facility must comply with established industry standards and national and international best practice Waste management • Develop and implement safe procedures for management of non hazardous and hazardous waste in accordance to L.N. 121 Waste Management Regulations of 2006. • Contractor is responsible for waste during construction and the proponent during the operational phase of the project. Spillage response • Establish early warning system and identification of contingency plans for spill response. Noise pollution and excessive vibration • The contractor shall comply with the legal requirements for minimizing the generation of noise and vibration and its impact on surrounding residents and workers. • Neighbours to the site to be notified about the construction schedule and activities; • Restriction of construction activities to daytime only. Effluent disposal • The proponent will connect to Mombasa Water and Sewerage Company trunks passing through the area; • The proponent will ensure that there are routine checks for the sewer lines to ensure that there are no leakages. 13th April, 2012 THE KENYA GAZETTE Security • The proponent will ensure that guards are available and proper intrusion surveillance equipments are installed. Traffic movement for construction vehicles • The proponent will ensure that there is adequate lighting in all areas and risk assessment is done regularly; • The proponent will ensure the neighbours are informed through signage about irregular movements and guards to be used to direct traffic within the project area; Socio economic • Compatibility with existing and proposed land uses; • Proponent to create public awareness about safe land uses of any future projects in the vicinity of the proposed area; • Implement where feasible measures to employ local community members during both construction and operational phase. Occupational health and safety • Develop and implement measures to promote the health and safety of contractors and employees during construction and operational phases. Risk of fire outbreak and explosion; • Develop and implement measures to minimize risks and injuries to the workers and public during construction and operational phases.
