GAZETTE NOTICE NO. 14655

Pursuant to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed decommissioning of Dandora dumpsite. THE KENYA GAZETTE 25th November, 2011 4514 4514 The project will involve decommissioning of the Dandora dumpsite due to the major negative environmental impacts of the local environment as a result of uncontrolled and open dumping. The dumpsite is located in the East of Nairobi City, surrounded by Dandora estate, Lucky Summer, Ngomongo, Korogocho villages and the Nairobi river. The project is located within the following administrative boundaries: Njiru District, Dandora Division, Dandora location and Dandora sub-location. The following are the anticipated impacts and proposed mitigation measures: Environmental Impacts Mitigation Measures Leachate management Discharge of leachate from the dumpsite must be properly contained for treatment and disposal. The leachate should be analyzed regularly to determine the chemical composing, this will inform the threshold of treatment needed. Leachate should never be released into the sewer system, storm drain and the rivers before proper treatment Methane / Hydrogen Sulphide and other gases management Ventilation pipes fitted with gas traps and flares should be installed. General: wastes Clearing of bushes, excavation and cutting should be restricted within the project area. All solid waste will be collected at a central location at each site and will be stored temporarily until removal to an appropriately permitted landfill site. No dumping within the surrounding area is to be permitted. Where potentially hazardous substances are being disposed of, a chain of custody document should be kept with the environmental register as proof final disposal. Waste generated at the site should be sorted by the contractor and disposed of in a suitable manner into different waste streams (including general and hazardous waste). Wherever possible recycling should be carried out. Liquid wastes The contractor shall ensure that any liquid waste generated during decommissioning is disposed to a proper stabilizing lagoon; No decommissioning liquid wastes should be allowed to enter the wastewater or natural drainage systems No liquid waste shall be disposed off into soil; Storm water should be to avoid possibility of surface flow entry into the site from any adjacent area. Storm water drains in the area should be routinely inspected by the environmental officer for solid waste to avoid blockages and associated problems Fire prevention and control All reasonable and precautionary measures to prevent uncontrolled fires at the site due to decommissioning activities will be undertaken. Accidental fires will be reported to emergency teams, as well control with appropriate equipment located at site and properly documented. Ensure that there is basic firefighting equipment available on site as per requirement of the local Emergency Services. Erosion Control Any construction materials should be screened or covered to prevent off-site movement (primarily windblown soil) and the surplus material should be removed from site to an approved disposal site. Striping of vegetation should be limited to areas where civil works will be undertaken. Berming of open trenches to prevent them from being washed away by run-off. Dust Control During the decommissioning, phase windblown dust and sand may generate considerable negative impacts (reduced visibility for vehicles travelling along adjacent roads). Mitigation measures such as the use of water bowyers and wetting down, as well as the erection of shade netting screens to prevent Machinery Management All vehicles, equipment, fuel and petroleum services and tanks must be maintained in good condition that prevents leakage and possible contamination of soil or groundwater. Decommissioning machinery should be located away from sensitive areas when parked for extended periods of time. A dedicated parking area should be defined with drip trays beneath any leaking equipment to prevent soil contamination by the discharge from the machinery. Emergency Procedures The Contractor shall submit Method Statements covering the procedures and response plan for the main activities, which could generate emergency situations through accidents or neglect of responsibilities. These situations include, but are not limited to: - Accidental fires - Accidental leaks and spillages - Vehicle and plant accidents - Blasting (if required) Health and Safety The Contractor shall comply with all standard and legally required health and safety regulations as promulgated under the Occupational Health and Safety Act 2007 and associated regulations. The contractor must provide and maintain personal protective equipment and facilities to employees working with hazardous chemical substance. Official training in the correct fit, use, care, storage and limitations of all Personal Protective Clothing, Respiratory and Hearing Equipment must be given to the employees. Air pollution Un-surfaced roads and temporary roads must be regularly graded and watered to control dust. Active earth work areas, stockpiles and loads of soil being transported must be watered to reduce dust. Measure must be taken to immediately mitigate a situation in which excessive fugitive dust is observed. Works being undertaken must be undertaken with caution, or phase down while the source is being actively investigated and suppression measures are implemented. 25th November, 2011 THE KENYA GAZETTE All areas disturbed during closure of the site that are not required for a specific activity must be re-vegetated. Disturbed soils, slopes and areas of open excavation must be minimized to avoid wind erosion. Diesel exhaust emissions from heavy machinery on site (excavators, front end loaders and hauling trucks) must be controlled and minimized by regular checks and servicing of vehicles. Any construction vehicle found to be emitting excessive smoke should be stopped from the operations for some mechanical attention before it could continue. Surface and ground water The Decommissioning of Dandora dumpsite must preferably take place during the dry months. If construction activities take place in the wet months appropriate measures must be taken to control storm water and implemented to prevent erosion. Ensure that excavated and stockpiled soil material is stored and bermed on the higher lying areas. Vegetation clearance must be kept to a minimum to reduce the risk of soil erosion. Adequate provision must be made for sanitation for the construction workers. Septic tanks on site are to be emptied promptly when they fill up Construction vehicles are to be maintained in good working order, to reduce the probability of leakage of fuels and lubricants. No servicing of vehicles is to be undertaken in close proximity to watercourses.
