PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the implementation of the proposed rosewood nursing home and mortuary The proposed project involves construction of a nursing home and mortuary. The design of the proposed project includes: A reception area Viewing room Storage chamber for bodies (not suitable for viewing but with refrigeration at a temperature of 4C) Room for records and for storing personal effects The proposed project site is located on plot no. Kamagambo/kabuoro/1561, Rongo County, Migori District The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation measures Soil erosion and siltation Site excavation works to be planned such that a section is completed and rehabilitated while another section begins. Landscape the site and its surroundings to address aesthetics as well as soil erosion control measures such as leveling of the project site to reduce run-off velocity and increase infiltration of storm water into the soil. Noise Pollution The construction works will entirely be planned to be during day time. No construction shall be undertaken at night. Ensure that all generators and heavy-duty equipment are insulated or placed in enclosures to minimize ambient noise levels. Workers operating noisy machinery should be provided with ear muffs or plugs. Noise hazard signs should be put displayed where necessary. Iron sheets or other suitable means should be used to reduce noise exposure to neighbors or passersby. THE KENYA GAZETTE 18th November, 2011 4414 4414 Noisy machinery should be modified or replaced with better machinery, well lubricated and serviced. Construction should take shortest time possible. Disturbance of soil and destruction of soil structure by excavation Excavation material will be loaded into trucks and be transported to designated disposal sites and/or used to backfill/infill abandoned quarry pits within the area to assist in their rehabilitation and after-use plans. Design and implement an appropriate landscaping program to help in re-vegetation of part of the project area after construction Reuse of the topsoil in landscaping Building materials waste scattering and associated pollution and blockage of drainage channels leading to flooding Ensure that construction materials left over at the end of construction are used in other projects rather than being disposed of. Provide facilities for proper handling and storage of construction materials to reduce the amount of waste caused by damage or exposure to the elements Minimize waste through accurate estimation of the sizes and quantities of materials required, order materials in the sizes and quantities they will be needed, rather than cutting them to size, or having large quantities of residual materials. Ensure that drainage channels are reinforced to prevent damage by construction equipment. Air /Dust pollution Landscaping shall provide for grass cover and well-manicured lawns. Avoid spillage of loose soil to the road where it will be disturbed and blown by traffic. Oil spills Ensure that all transport and construction equipment are in good serviceable condition and no service is carried out on site. Ensure that no fuels or oils are stored on site but procure them when needed. Storm-water drainage Open drains adjacent to site will be used Construction of water storage tanks to collect storm water for construction purposes and gardening. Occupationa l diseases due to excessive dust, noise, contact and poor sanitation All camps will have sanitary facilities for its workers including proper pit latrines located away from water bodies and Provide suitable PPE to all exposed workers. Reserve each PPE for one worker to avoid sharing. Provide adequate sanitary conveniences and in a clean state. Provide wholesome drinking and bathing water and facilities for workers. Minimize soil disturbance and sprinkle water regularly to reduce dust generation. Effluent and other waste management . Installation of septic tank and soak pit Segregation of waste water lines Contracting a NEMA licensed waste collector and effluent transporter to comply with the Environmental Management and Coordination (waste management) regulations.
