PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed liquefied petroleum gas storage and distribution depot. The proponent proposes to construct and operate an LPG storage and distribution terminal. The project will in include construction of the following infrastructure: LPG storage area comprising of four steel LPG mounted tanks having a total capacity of 800m , cylinder filing area which comprise of filling shed and storage ar ea, compressor/pump house, LPG loading and offloading area, LPG accessories store, fire fighting shed, fire fighting system, generator/switch room building, weigh bridge, office block and a workshop/worker rooms/toilets The proposed project is located off Mombasa road on plot No. 12715/604 which is approximately 2.022 hectares in size. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Air quality Develop and implement effective measures for minimization of dust during construction phase. Ensure that construction and demolition take into account the need to prevent and minimize release of fugitive emissions during the operational phase. Ensure the design, monitoring and safety systems installed for the facility must comply with established industry standards and national and international best practice. Implement, audit and regularly improve HSE measures for emergency response to air pollution incidents during the operation phase. Waste Develop and implement safe procedures for management of non hazardous and hazardous wastes in accordance with L.N. 121, Waste Management Regulations of 2006. Contractor is responsible for waste during construction and the proponent during the operational phase of the project. Spill response Establish an early warning system and identification of contingency plans for spill response. Waste Water management Monitor quality of water used as hydroset water for the storage tanks and pipelines used for the project before being discharged into the environment. Management of water quality as per L.N. 120, the Water Quality regulations of 2006. 23rd September, 2011 THE KENYA GAZETTE Noise and vibration Implement measures during the construction, operation and decommissioning phases to prevent and manage noise and vibration. Socio-economic Compatibility with existing and proposed land uses. Proponent to create public awareness about ‗safe‘ land uses of any future projects in the vicinity of the proposed project area. Implement where feasible measures to employ local community members during both construction and operational phase. Occupational health and safety Risk of fire outbreak and explosion Develop, and implement measures to promote the health and safety of contractors and employees during construction and operational phases. Develop, and implement measures to minimize risks and injuries to the workers and public during construction and operational phases.
