GAZETTE NOTICE NO. 13758

PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the construction of the proposed development of a temple and a community housing. The proposed development will entail construction of a temple, motor vehicle parking area, two bedroom apartment units contained in twelve (12) blocks, three bedroom apartment units contained in ten (10) blocks and Shops contained in one block. The proposed project is located on plot L.R No. 209/16781 and L.R No. 209/16782, Langata area along the proposed Southern by-pass within Nairobi County. The site is next to ongoing construction of residential housing flats by National game park development. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Water body pollution prevention  Avoid accumulation of solid wastes on the site.  The waste storage section should be located away from any water body i.e. about a hundred meters Accident to the construction employees  Provide adequate personal protective equipments to the employees.  Enforce the use of such garments.  Put up warning signs within the site.  Put in place safety nets during the construction.  Proper handling and storage of materials used in the upper floors to eradicate cases of falling objects.  Use well serviced tools, implements and machines on site. Noise pollution prevention  Use of necessary gadgets by workers on site.  Use well serviced equipments/machines/trucks as noise would affect the nearby ecosystem.  Idle machines should always be shut down.  Use low voices by workers during construction.  Undertake construction activity during day time only. Accidents to demolishing team.  Provide personal protective garments.  Issue the team with reflective garments.  Deploy an expert to control and guide the workers. Loss of job opportunities  Promise to recall the worker if another project is to be conducted.  Reward workers and compensate team where necessary. Destruction of aesthetic beauty  Introduction of flowers and tree species in the site.  Care of some of the existing plants which would be left untouched. Waste management plan  Preparation of a waste management policy.  Provision of waste bucket within the rooms and the compounds.  Put up a monitoring system for the waste produced  No burning on wastes on site.  Regular emptying of waste bin and main bins to avoid overflowing.  Enhance the sorting up of different constituents of the waste. Generation of solid waste materials.  Contract an expert to guide site clearance and garbage collection activities.  Disposed wastes in a legal dumpsite. Killing of micro organisms  The transportation trucks should carry the recommended load.  Avoid use of extra heavy machines.  Limit the space used on the ground near the building. THE KENYA GAZETTE 28th October, 2011 4204 4204 Dust pollution  Ensure that closed up machines are used during mixing.  Sprinkle water to harness dust along drive ways.  Provision of nose masks to the workers.  Undertake the construction activity during day time only.  Enforce the use of the provided personal protective garments. Liquid waste disposal problem.  Regular monitoring of inspection chambers and drainage channel lines.  All waste water be directed to the drainage lines.  Avoid materials that block the drainage system.  Encourage recycling and reuse of waste water.  Ensure that water taps are tightly closed.  Ensure that no waste water flows to the nearby ecosystem Water problems  Avoid unnecessary wastage of water.  Water holding containers be well placed, covered and with no leakages.  Provide storage tanks at various points  If water scarcity persists, dig a borehole to supplement the available water Accidents during working hours.  Provide workers with highly reflective garments.  Provide workers with personal protective garments.  Put signage to indicate work in progress.  Ensure workers operating the machines are properly instructed and skilled.  Regular servicing of machines.  Train workers on manual handling techniques. Accidents from the vehicles delivering materials.  Ensure that all vehicles are insured and road worthy.  Set relatively low and controllable speed limit within the site.  Encourage vehicle owners to servicing their vehicles and checking breaking system regularly. Solid waste from domestic activities  Contract NEMA registered garbage collector.  Regular collection of solid waste by the contracted collector.  Utilize the closed up central bins provided and ensure it is regularly emptied  Provision of waste buckets to all the tenants and along the walkways.  Proper sorting of wastes so as to separate liquid from solid wastes. Increased pressure on water resources.  Encourage recycling and re-use of water.  Discourage unnecessary wastage of water.  Dig a borehole to supplement the available water Increased pressure on energy resources  Encourage the use of energy saver bulbs.  Switching off lights hen not in use.  Provide an emergency generator which should be installed in a sound proof area Noise generation from the  The prayer halls should be equipped with Temple during prayer sessions numerous low volume speakers‘ rather than a few high volume speakers. This will make each worshiper to hear the preaching without necessarily causing nuisance to the immediate neighbours and ecosystem  Sound proof materials should also be introduced along the walls to absorb excessive noise within prayer halls  Any celebrations of the Temple be done inside the halls to avoid unnecessary high voices which would affect the immediate ecosystem Security in the site  Maintain the security officer (watchman) within the site.  Provision of security light.  Ensure that there is a person monitoring people who enter through the gate. Health and Safety management  Preparation of an emergency action plan  Servicing the available fire extinguishers  The outside security lights should not resemble the landing lights of Wilson Airport Fire accident  Encourage to handle and store flammable materials safely and keeping them out of reach of children e.g. cooking gas.  Clearly label fire exit route.  Provide and regularly be servicing fire fighting equipments.  Wiring in the building should be done by qualified electrician and one who is recommended by Kenya Power and Lightening Company.
