PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the construction of the proposed development of the university of Nairobi Kisumu campus complex building. The University of Nairobi intends to develop a 15 storey building complex as part of its expansion of Kisumu Campus. The building will house education facilities including lecture halls, offices, and library, among other facilities. The proposed development will be done in two phases, Phase 1 and 2. Phase 1 is proposed to begin in the first quarter of 2011, while Phase 2 will follow later. The building will be developed on the University plot, LR No. Kisumu Municipality/Block 7/340, located along Oginga Odinga Road near its junction with Achieng‘ Oneko Road. The following are the anticipated impacts and proposed mitigation measures: Environmental issue Mitigation Measures Disturbance to neighbours Controlled earthworks – no explosives should be used. Machines should be well serviced to reduce noise & excessive vibrations. Dust emitted from site should be minimized by sprinkling water. Put soil traps around perimeter fence. Maintaining specified routes for construction vehicles. Solid waste accumulation Dispose excavated top soil and debris in designated areas. Re-use some of excavated soil, to fill up excavated areas once construction is completed. Solid waste- cement packaging remains to be carted away to recyclers. Reuse of timber off-cuts and wooden support where necessary. Liquid effluent discharge Provide sanitary services to construction workers onsite. Connect effluent waste and wastewater from the new building to Kisumu sewerage line systems. Waste paints, and cement waste should be neutralized after completion. Air pollution, dust generation and noise pollution Cordon off the construction site from public by fencing site. Use water to neutralize dust emission from sources during construction phase. Control of speed and movement of construction vehicles around site. Use of low-emission machinery at site and no excessive vibration from site. Use of ear protection PPG aids by construction workers. Restriction construction activities to day time only. Access Roads: Disruptions of traffic flow. Provide adequate road warning signs around site to warn motorists of works around site. Warn motorists by putting up ―slow down‖ warnings around site. Daytime operations: 8:00 a.m. to 5:00 p.m. Storm water drainage Establish a storm water drainage system Ensure adequate maintenance of the drainage system from site. Pressure on public Utilities: Increased demand for water and electricity Conserve water and electricity before and after completion. Notify neighbours of foreseen disruptions in the usage of shared public utilities. Provide adequate water storage facilities. Install rainwater harvesting structures where possible. Re-use water where possible, mainly at construction phase. Occupational health and Use of suitable personal protective gear THE KENYA GAZETTE 21st October, 2011 4128 4128 safety risks (PPG). Site should be sprinkled with water to minimize dust. Use of stable ladders and other climbing/support structures. Sensitize workers on occupational health and safety. Maintain cleanliness and organization at the construction site. Fencing off site and covering of risky areas such as deep pits at site. Engage skilled labourers. Public health and safety Erect signboard at site with NEMA Ref. No among other details. Fencing off site to exclude passersby. Operation of noisy machinery at daytime only. Control of visitors to the site. Install adequate water supply. Controlled developments around the facility. Fire Hazards and accidents Erect warning for public at site. Install firefighting equipment at display them at strategic areas. Sensitize workers on fire safety and designate point for assembly in case of fire. No storage of flammable substances on site. Keep well stocked first aid box. Proper handling, maintenance and use of tools and machinery. Install water hydrants and hose pipes for firefighting after completion. Provide adequate fire exits. Ensure environmental audit is done one year after completion Accessibility Ensure easy access to persons with disability. Put up guard rails in all areas with stairs for holding on sides. Ensure lifts are installed and serviced regularly.
