PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed construction of 67 unit Kiluwa resort apartments. The proposed apartments will be composed of ground floor and four storey residential units with one basement level and parking. The total residential units should be 67 units of 1-4 bedrooms as well as 3 bedroom maisonettes. The project site is located along Shanzu beach on the northern tip of Mombasa District on plot L.R.NO MN/1/857. The following are the anticipated impacts and proposed mitigation measures: Possible impact Mitigation measures Noise Time to avoid noise nuisance at nights to the neighborhood. Workers working around noisy machinery or doing noisy tasks such as fixing iron sheet roofing should be provided with earmuffs to protect them from the noise yielded. Loud noise generating machinery like generators should be encased to reduce the noise they may generate. Delivery vehicles‘ drivers should be sensitized to switch off vehicle engines when not in use or when offloading. Land compaction and altered soil structure Landscape should be made rough. Soil on cut embankment should be stabilized Soil erosion Vegetation cover should be planted Land pollution by solid and liquid wastes Re use solid waste from demolition and construction phase. Recycle waste water for reuse. Develop drainage system Increased Water demand Water should be used economically and responsibly during the construction phase Alternative and cheaper source of water use e.g. borehole water Encourage use of water economically during the operation phase. Efficient water use by installing modern type water appliances, fittings and devices. Pollution of surface and ground water Large and sufficient sewage unit should be made to comply with the architect‘s design. Waste water should be discharged into a closed and aerated sewage treatment unit that will recycle waste water for reuse in gardening and toilet flashing. Interference with natural drainage system Large and sufficient drainage structures should be constructed. Ensure all drainages within area of jurisdiction are well maintained and always in good condition. There should be grease and oil separators in the apartment drainage system. Dust and emissions Excavations should be done only on wet surface after sprinkling water. All workers should be supplied with dust masks and enforced to wear them. The access road to the project site should be sprinkled with water prior to arrival of heavy delivery vehicles to curb dust emission. Exhausts emanating from delivery vehicles and other machinery in use on site should be controlled by ensuring there is regular maintenance of the vehicles and machinery to avert such emissions. Delivery vehicles‘ drivers and machine operators should be sensitized to switch off engines when not in use or offloading materials. Habitat destruction Minimise foot print of the project on the vegetation by ensuring that vegetation that do not fall on the construction line is preserved. Indigenous trees such as the baobab (Adansonia digitata) should not be cut. Occupational hazard Formulate a health and safety plan to ensure the workers are under hygienic 5th August, 2011 THE KENYA GAZETTE 3031 and safe conditions while carrying out duties. All workers must be given basic first aid tips. It is recommended that workers be provided with personal protective equipments (PPE) Clean drinking water for the workers should be supplied. Warning signs should be erected at various points especially for turning vehicles and machinery operators. Solid waste Solid wastes generated during demolition and construction phase should be reused or disposed at appropriate dumping site. Domestic wastes from apartments during operation phase should be gathered in central bins. Wastes should then be collected and disposed to a dumping site approved by the Municipal Council. Public health General hygiene of the apartments and compound be observed and maintained. Advisory notices and warnings regarding safety of the occupants be posted at appropriate points. Scheduled maintenance and regulating performance of the installed infrastructures and services shall be done. Fire risk Proper fire fighting equipment shall be installed. The occupants should be informed about the various locations of fire extinguishers and fire alarms. There Should be regular maintenance of the installed fire fighting equipment to ensure they are always in good working conditions. Emergency telephone contact numbers to the nearest Hospital, Police and Ambulance should be posted in each floor at strategic positions easily identifiable by all occupants.
