THE TASK FORCE ON THE POLICY, LEGISLATION AND INSTITUTIONAL FRAMEWORK FOR THE NATIONAL VALUES SYSTEM FOR KENYA IT IS notified for the general information of the public that the Minister for Justice, National Cohesion and Constitutional Affairs for the purposes of developing and proposing policy, legislation and institutional framework to facilitate the promotion, operationalization and institutionalization of the national values and principles of governance envisaged in the Constitution
ESTABLISHMENT
IT IS notified for the general information of the public that the
Minister for Justice, National Cohesion and Constitutional Affairs for the purposes of developing and proposing policy, legislation and institutional framework to facilitate the promotion, operationalization and institutionalization of the national values and principles of governance envisaged in the Constitution establishes a Task Force to be known as the Task Force on the policy, legislation and institutional framework for the National Values System for Kenya.
The Task Force shall comprise of the following:

2. The terms of reference of the Task Force are to:
(a) Prepare a Draft Policy for the operationalization and institutionalization of the national values and principles of governance espoused in the new Constitution;
(b) Prepare Draft legislation for the effective and sustainable implementation of the national values and principles of governance as enshrined in the Constitution;
(c) Undertake stakeholder and public consultations to develop consensus on the national values policy, legislation and institutional framework;
(d) Prepare a detailed work plan indicating the milestones and timelines and present the same to the Steering Committee; and
(e) Make monthly reports to show the progress as may be required by the Steering Committee.
3. The task Force shall have the power to:
(a) Nominate an acting chairperson from amongst the members in the absence of the Chairperson;
(b) Hold meetings, public forums or consultations in all Counties as it shall deem necessary for the effective performance of their tasks;
(c) In consultation with the Steering Committee, co-opt local and international experts in particular areas of need as may be necessary;
(d) Initiate studies or researches by institutions or individuals with requisite expertise as required to undertake its tasks; and
(e) Co-ordinate and consult with relevant ministries, departments and agencies in order to access all the relevant information, and studies as are relevant to enable the Task Force execute its mandate.
4. The Secretariat of the Task Force shall be based at the Ministry of
Justice, National Cohesion and Constitutional Affairs
Headquarters.
5. The term of office of the Task Force shall be seven months with effect from 15th March, 2011 and the Minister for Justice, National
Cohesion and Constitutional Affairs, may when necessary extend the period.
