IT IS notified for the general information of the public that the Minister for Justice, National Cohesion and Constitutional Affairs for the purposes of supporting, co-ordinating and overseeing the functions of the Task Force on the policy, legislation and institutional framework for the National Values System (NVS) for Kenya establishes a Steering Committee to be known as the National Steering Committee on the policy, legislation and institutional framework for the National Values System for Kenya. 1. The National Steering Committee shall consist of the following: Amina C. Mohamed (Amb.)—(Chairperson); Members: Titus Ndambuki. Edward Sambili (Dr.). Jacob ole Miaron (Dr.). Bernadette Nzioki. Prof. Noah O. Midamba (Prof.). Abdulgafur Abusaidy (Prof.). Julius M. Muia. Michael M. Ndungu. Rachel Gesami (Dr.). Oliver Kisaka. Gershon Mwiti (Dr.). Mary Onyango Daniel Ichangi (Dr.). Joint Secretaries: Messrs. Geoffrey Obonyo and Francis Munene. 2. The terms of reference of the Steering Committee are to: (a) Provide policy support and co-ordination to the Task Force. (b) Receive monthly reports from the Task Force; (c) Exercise oversight on the work of the Task Force; (d) Facilitate the work of the Task Force including securing adequate resources; (e) Ensure effective communication with key stakeholders including development partners; (f) Ensure expeditious and effective discharge by the Task Force of its mandate; and (g) Undertake any other duties as may be necessary for the execution of its mandate. 3. The Steering Committee in carrying out its mandate shall have the powers to: (a) Receive and analyze reports, make proposals and give feedback to the Task Force. (b) Hold meetings at such time as it may deem necessary. (c) Make quarterly reports or any other such report as it may deem necessary. (d) Hold meetings with development partners and recommend suggestions and proposals of such meetings to the Task Force. (e) Carry out its mandate in consultation with the Minister for Justice, National Cohesion and Constitutional Affairs. 4. The Secretariat of the Steering Committee shall be based at the Ministry of Justice, National Cohesion and Constitutional Affairs Headquarters. 5. The term of office of the Steering Committee shall be eight months with effect from 15th March, 2011 and the Minister for Justice, National Cohesion and Constitutional Affairs, may when necessary extend the period.
