PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority, (NEMA) has received an environmental impact assessment study report for the implementation of the proposed La Nyavu housing project. The proposed development comprises five different designs totaling to 130 units. The units are grouped into five clusters namely cluster A, cluster B, cluster C, cluster D, cluster E. Each of the clusters is described as follows: Cluster A will have 26 units (also known as country house A) – The units will occupy 526 sqm. Cluster B will have 26 units (also known as Country house B) each occupying 434 sqm. Cluster C will have 26 units (also known as traditional) occupying 495 sqm. Cluster D will have 26 units each (also known as Cape Dutch) occupying 536 sqm. Cluster E will have 26 units each (also known as Mountain) occupying 417 sqm. The proposed project will be located on land parcel number, 2259/703, Fair acres, Off Bogani Road, Nairobi. The parcel of land measures 72.5 acres. The following are the anticipated impacts and proposed mitigation measures: Possible Impact Mitigation Measures Air pollution &dust generation Ensure strict enforcement of on-site speed limit regulations. Avoid excavation works in extremely dry weathers. Sprinkle water on graded access routes each day to reduce dust generation by construction vehicles. Use of dust nets to reduce spreading of generated dust. Sprinkle water on ballast before feeding it in concrete mixer. Use well maintained trucks and machinery that do not produce excess fumes. Use low-sulphur diesel for diesel operated machinery. Provide PPE to construction workers. Noise and vibration Comply with EMCA (Noise and excessive Vibration Pollution Control) Regulations 2009 regarding noise limits at the work place. Use manual labour as much as possible. Provide workers with PPE. No idling of vehicles and machinery if not in use. Avoid unnecessary hooting of vehicles. Ensure all generators and heavy duty machines are insulated or placed in enclosures to minimise noise levels. All construction works should be carried out during day time. Educate construction vehicle drivers and machinery operators to switch off engine when not in use. Possible Impact Mitigation Measures Increased solid waste Use integrated solid waste management, through source reduction, recycling, reuse, combustion and sanitary land filling Left over after the construction activities should be used in other projects instead of disposing them off. Use of durable construction materials Use building materials that have minimal or no packaging materials. Re-use or donate packaging materials such as cartons, plastic containers Provide collection waste bins on site at designated area. All waste should be disposed off at designated dumpsites or landfills. Contract private companies to collect and dispose off the waste. Run educational campaigns amongst employees/construction workers through use of posters to encourage the reuse and recycling of solid waste. Occupational health and safety Remove and cart away earth works as soon as it‘s generated. Warning signs of construction work going on should be displayed. The contractor should maintain a regular inspection schedule with the Nairobi City Council to certify and conform to standards set. Fence off the construction site Appoint a safety supervisor. Machines to be operated by qualified personnel only. All machinery and other moving parts of machinery must be enclosed or guarded to protect injury. Warning and safety signage indicating that construction is in progress should be clearly shown. Provide fully equipped First Aid Kits Provide PPE for all workers. Install safety net to protect workers against falling objects. Medical checkup for all workers prior to and after the employment. Persons providing food for workers at the site must have all the necessary Public Health Licences. Contractor should provide a section within project site with a shade and clean water where food will be served. Provide a mobile toilet on site for construction workers. Use stable ladders and other climbing/support structures. Provision must be put in place for a Health and Safety committee with representatives from workers and employer. Oil leaks and spills Use well serviced machinery to minimize grease/oil leaks. No servicing of the machinery at the site. Store petroleum products properly in the constructors store. Use manual labour as opposed to machinery. Possible Impact Mitigation Measures Increased water demand Building to have water harvesting and storage facilities. Install water conservation taps that turn off automatically when water is not in use. Provide information signs within the buildings on means and needs to conserve water. 25th February, 2011 THE KENYA GAZETTE 555 Promote re-cycling and re-use of water as much as possible. Sensitize the workers /staff to conserve water by avoiding unnecessary wastage. Install water meter at the water outlets to monitor total water usage. Detect and repair broken pipes promptly. Waste water generation Provision of storm water drains Sewage and effluents should always drain effectively into established sewerage treatment system as per approved design. Proper decommissioning of waste water and sewer system. Comply with EMCA (Water Quality), Regulation, 2006. Increased traffic flow Adequate road warning signs to traffic regulations. Erect speed pumps. Liaise closely with other development partners and government and council‘s departments to upgrade the existing road networks.
