PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) regulations, the National Environmental Management Authority (NEMA), has received an environmental impact assessment study report for the implementation of the proposed residential estate project. The proposed development involves construction of a residential estate which will constitute a total of 131 maisonettes housing units with associated service facilities. By design the maisonettes will be of three types: • 36 three bedroom type I terraced maisonettes units; • 39 three bedroom type II semi detached maisonettes units • 56 three bedroom type III semi detached maisonettes units span within the 4.047 Hectares parcel of land. The proposed project is located in Mavoko Municipality, Athi River Area of Kathiani District on L.R. No. 28368 located next to the Ministry of Roads resealing camp in Athi River area approximately 28 km from Nairobi City. The following are the anticipated impacts and proposed mitigation measures Possible Impacts Mitigation measures Soil erosion • Control earthworks. • Install suitable and adequate drainage structures. • Ensure management of excavation activities. • Landscaping within the site. Noise pollution • Sensitize workforce including drivers of construction vehicles. Possible Impacts Mitigation measures • Install sound barriers for pile driving activity. • Install portable barriers to shield compressors and other small stationary equipment where necessary. • Plant/Equipment/Machinery maintenance. • Strict adherence to the provisions of Environmental Management and Coordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009. • Install sound barriers for pile driving activity. Dust Generation • Sprinkle water on loose material on site or cover them appropriately. • Avoid pouring loose materials from elevated areas to ground. • Cover all trucks hauling soil, sand and other loose materials. • Provide dust screen where necessary. • Standards enforcement. Exhaust Emissions • Vehicle idling time shall be minimized. • Alternatively fuelled construction equipment shall be used where feasible. • Equipment shall be properly tuned and maintained. Water resources • Avoid unnecessary wastage of water. • Reuse/recycle water where feasible. • Avail storage tanks. • Harvesting of rain water. Road safety • Ensure adequate signage at turn-offs. • Always adhere to traffic rules. • Enforce speed limits for construction vehicles. Public health and occupational safety • Ensure proper solid waste disposal and collection facilities. • Ensure dustbin cubicles are protected from animals, rains and are well covered. • Proper handling and disposal of solid waste. • Provide suitable safety gear for all personnel. • All solid wastes to be managed in compliance with Environmental Management and Coordination (Waste management) Regulations, 2006. • All liquid wastes to be managed in compliance with Environmental Management and Coordination (Water Quality) Regulations, 2006. Vegetation • Preserve trees within the site. • Restrict construction activities to only the targeted area with adequate demarcation and fencing. • Landscape the site by planting grass an trees at all disturbed areas. • Nature the planted trees and grass. Security • Guarding of site and estate by reputable security firm. • Constant site patrol. • Adequate screening of visitors to the site and estate. • Partnership with neighbours and police in community policing. • Keep a record of visitors to the site and estate.
