PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environmental Management Authority (NEMA), has received an environmental impact assessment study report for the implementation of the proposed petrol service station. The project will consist of a retail outlet for petroleum products which has the following salient features, structural steel canopy, concrete driveway to provide access into and from the petrol station, a service bay, service yard and a tire centre for vehicles’ maintenance, a shop for spare parts, 4 no. of toilet-rooms for men and ladies, a parking for six vehicles, store, septic tank, an interceptor tank, underground storage tanks as follows: for diesel-30,000 liters, super petrol-20,000 liters, unleaded regular -20,000 liters and kerosine-10,000 liters, 4 no. of fuel-dispensing pumps. The project is situated in Isinya Township along Nairobi–Namanga Road on a 0.15ha piece of land. It is within the jurisdiction of Kajiado County Council on L.R. No. Kajiado/Kaputiei–North/22606. The following are the anticipated impacts and proposed mitigation measures. Possible impacts Mitigating measures Disturbance and loss of vegetation • Using the excavated or newly introduced soil for landscaping. • Introduction of new vegetation to restore biodiversity. 7th January, 2011 THE KENYA GAZETTE 47 Possible impacts Mitigating measures • Plant appropriate trees along the plot boundary. Soils, geology and topography disturbance and soil erosion • Soil conservation measures shall be applied e.g. landscaping. • Excavated soil shall be used to level the ground. • Introduction of vegetation cover to prevent run off. • Provision of adequate drainage facilities to control surface run off. Interference with drainage, water quality and increased runoff. • Construct a segregated drainage system in which pure rainwater from roofs of buildings is directly discharged into the open storm water drainage channels while the oil-contaminated waste water is channelled into the OWS for treatment. • Appropriate storage, servicing and disposal of construction plant and equipment. • Introduce rain harvesting techniques. • Landscaping all unpaved areas. • Disposal of solid waste in designated areas. Noise pollution • Fitting all mechanically powered plants with suitable silencers. • Use of ear muffs by construction personnel. • Controlled use of machinery. • Control the working time such that noise generated from the site does not cause a nuisance to the surrounding areas. Generation of solid wastes. • Re use by-products where possible. • Contract licensed garbage collection company. • Raw materials shall be used at optimum levels, through source reduction, recycling, composting, re-use, combustion, and sanitary land filling. • Display NO DUMPING OF WASTE warning signs in affected areas. Increased traffic • Provision of access ways for vehicles. • Movement of pedestrians and vehicles in and out of the site should be controlled. • Traffic signs shall be provided at strategic locations to guide traffic. Increased insecurity due to development • Provide all day and night security guards. • Secure the project site with appropriate fencing. Increased worker accidents on the site • A third party insurance policy shall be acquired as per the statutory requirements. • All activities by workers shall be clearly identified and monitored. • All areas prone to high risk and accidents shall be identified and warning signs provided. • All workers on site must wear protective gear and equipment. Fire hazards • Install fire fighting equipment in strategic locations. Possible impacts Mitigating measures • Provide water hydrants. • Provide signs showing fire fighting installations, emergency exits, and emergency procedures at strategic positions. • Place alarm devices at strategic points. • Place emergency numbers at strategic locations. • Practice fire emergency drills more often. • Ensure that the workers have undergone formal training on fire risk management.
