IT IS notified for the general infermation of the public that the
Minister for the time being in .large of fisheries Development has appointed a Malt force criaiiridng Of die follOwittg:
1. The terms of reference of the task force are-
(a) to identify the gaps and omissions after the establishment of the fully fledged Ministry of Fisheries Development for the effective administration, management and delivery of service of the Ministry;
(b) to analyte, assess and make recommendations on all existing policies, administrative and legislative matters on inland and riverine fisheries, aquaculture development, marine and deep sea fisheries and fish quality assurance;
(c) to review the development of the draft national fisheries policy framework on -
(i)fisheries development and aquaculture;
(ii)marine and deep sea fisheries; and
(iii)inland lakes and riverine fisheries;
make appropriate recommendations for the effective enforcement, development and implementation;
(d) to examine and review current institutional and administrative structure and make recommendations for restructuring to the
Department of Fisheries Development and Kenya Marine
Fisheries Research Institute;
(e) to examine and review all the laws relevant to fisheries and make recommendations to the Attorney-General through the
Minster for appropriate legislations to amend and/or replace the existing laws in tandem with the fisheries policy;
td examine the possibility of establishing a Fisheries
Development Fund, to raise funds for the development of the fisheries management, research and development;
(g)to draw a programme for the finalization of the policy and Bills
(if any) with a view to tabling them in pirliament;
(h)to make further recommendations incidental to or connected with the foregoing and as may be assigned by the Minister responsible for Fisheries Development.
2. In performance of its functicins, the task force -
(a) shall hold such number of meetings in such places and at such times as the task force shall consider necessary for the proper discharge of its functions;
(b)shall receive views from professionals, members of the public or any person with relevant information;
(c)may use official reports and collect any existing reports of studies of previous committees, which may contribute to the fulfillment of the mandate of the task force; •
(d)may co-opt any person into the task force as and when specific areas of expertise arise.
3. The task force shall execute its mandate with diligence and shall submit its report not later than 6th November, 2008.
4. Subject to the foregoing pararaphs, the task force shall have the powers necessary or salt for the proper execution of its mandate.
