PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management authority (NEMA) has received an environmental impact assessment study report for the implementation of the proposed construction of common user facilities for handling, receipt, storage and distribution of Liquefied Petroleum Gas (LPG). The project is located at Port of Mombasa and Miritini Area, Mombasa. The project anticipates the following impacts and mitigation measures: Possible impacts Mitigation measures 1. Impact on marine • Marine related construction work will be ecosystems limited during fish spawning session. •Adherence to Kenya Ports Authority Regulations on discharges. •Consult with Kenya Marine and Fisheries Department for technical guidance. •Design of mooring buoys to minimize seabed movements during operations. 2. Disaster risk • Develop an emergency preparedness and response clan. •Train employers on disaster response and management. Possible impacts Possible impacts Mitigation measures •Develop early warning systems for disaster response. 3. Marine accidents • Mooring buoys will be equipped with radar reflectors and navigation lights. •Install requisite aids for navigation and monitoring. 4. Pollution • The facility will take special precautions during bunkering to prevent. water pollution. •Install oil interceptors at appropriate places. Mitigation measures •Prevent the contamination of groundwater and damage to the immediate health and the genetic structure of organisms including humans. •The product is not harmful to the user of the environment. •Suppress harmful reaction by deionization if hazardous substances and also promotes the chelation of heavy metals. •Reduces dioxin production. •Minimize emissions of volatile petroleuni hydrocarbons through good engineering design and maintenance. •Raises no safety issues and no security issues. 2.Agriculture sustainability 3.Public health 4.Waste reduction •Controlling or suppressing pests and diseases. •Reuse of organic wastes and effluents and turn them into beneficial microbe and nutrient rich compost. •Promote a health sustainable farming practice. •Create nutrients that exist in plant- available forms and are spoon-fed to the root hairs. •Treatment of sewage effluents and reduction of fowl smells. •Public awareness and education on the impacts of use of beneficial micro- organism. •Provision of adequate promotion materials. •Promote reuse of waste materials. The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of publication of this notice to the Director-General, National Environment Management Authority, to assist the authority in the approval process of the project.
