ESTABLISHMENT


PURSUANT to regulation 21 of Environmental (Impact Assessment and Audit) Regulations, the National Environment Management Authority (NEMA) has received an environmental impact assessment study reporf for the implementation of the proposed Kenya Metal Refineries EPZ Limited. The proposed project will entail establishment of recycling of lead from scrap batteries for export under EPZ program. The project is located at plots No. MNN/654 and 1790 Changamwe, Mombasa. The project anticipates the following impacts and mitigation measures:. Possible impacts Mitigation measures 1. Air emission • Design for continuous operation where possible and ensure the formulated 'pollution control policy is . effectively enacted. •Operate the air pollution control plant in its maximum operational efficiency and shut the operations of the entire facility should this unit fail. •Institute regular air quality analysis and checks to chimney gaseous effluents. •Control particulate matter emissions using electrostatic precipitators, bag filters, scrubbers, or cyclones that are appropriate for the exhaust stream characteristics. •Install gas scrubbing processes that remove SO2 from low concentration streams. Mitigation Measures •Use low-sulphur fuels (e.g. natural gas instead of heavy fuel oil or coke) and raw materials (e.g. lower sulphur raw materials). •Use of oxy fuel burners can result in reduced NOX formation. •Cull metal scrap to- eliminate or minimize the presence of organic materials. •Collect and treat acid mist (e.g. using - wet scrubbers or mist filters) generated in the milling stages of battery breaking. •Assess alternative smelting and processing technologies that optimize energy, use. •Emploi heat and energy recovery techniques to maximize energy utility. •Use of secondary steam raising boilers to capture hot gasses generated by smelting roasting •Use of heat generated by smelting and refining processes to melt material 3. Waste water • Direct contact cooling water (e.g. for sonie casting operations) should- be routed through the facility waste water treatment system. •Reduction in effluent toxicity using appropriate technology (such as reverse osmosis, ion exchange, activated carbon, etc). •Contaminated streams should be routed to the treatment system for Industrial process waste water. 4. Residues and waste • Large quantities of slag produced at the smelting stage should be processed to produce and inert granular material that can be sold for industrial use, such as cement manufacturing and insulation products. •Anode and tank bottom sludge should be recycled for residual metals recovery. •Waste from abatement systems, and sludge from leaching and waste water -- treatment should be recycled into pyro- processing stages depending on the level of, process integration available at the facility. 5. Noise • Workers should be provided with relevant personal protective equipments (PPE)/materials when operating noisy machinery and when in noisy environment. Use of noise suppressors or silencers on equipment/machinery or noise shields i.e. some machinery such as power generators are, examples of key source of extreme noise. •Machineries should be maintained regularly to reduce noise resulting from friction i.e. rubbing of metal bodies r A program for regular sound monitoring by measuring exposure levels should be established in accordance with Noise Prevention and Control Rules, 2005 •Subject employees to periodic audibility tests as required under the Noise Control Rules under the Occupational Safety and Health Act, 2007. Occupational health • Enclose and isolate potential sources of and safety air emissions to the extent practical. •Provide continuous monitoring in areas where sudden and unexpected hazards may occur (e.g. where arsine or hydrogen cyanide releases might be possible). •Monitor worker exposure using personal occupational hygiene sampling devices and conduct regular medical examinations to the affected workers in tandem with the Medical Rules, 2005, subsidiary to Occupational Safety & Health Act, 2007 •Provide training and encourage good personal hygiene, and prohibit smoking and eating at the worksite. • Automate processes and material handling to the extent practical and provide enclosures for operators. • Provide local exhaust ventilation to limit exposure to, for example, sulfur dioxide, carbon monoxide and sulfuric acid mists. •Facilities should develop and implement confined space entry procedures as described under Sec. 79 of the Occupational Safety and Health Act, 2007. 7. Community health • Education and awareness raising among communities regarding health risks related to smelter operations. •Investigation of legacy issues for contaminated sites, including evaluation of remediation strategies •Development of an emergency preparedness and response plan, with participation of affected communities and relevant regulatory agencies. •Develop and maintain a comprehensive environmental, health and safety program through a co-operative process involving all interested parties, including community residents. The intake of the project will entail recycling of lead. The project process will involve breaking of waste batteries, smelting in the furnace and purification of form leadingots. The project is located on plot No. 1920, Malili Ranch, Konza, Makueni District. The project anticipates the following impacts and mitigation measures. Possible impacts Mitigation measures I. Increased water • Well disposal of waste from general demand and water - operations. pollution •Education of employees on best way to dispose. •Availing of waste collection bins. •Contract NEMA registered waste transporter to handle waste. •Enforce use of protective clothes by all workers. •Proper training and supervision of the workers when using new machines. •Installation of flu-gas treatment systems to neutralize the waste gas generated during burning of lead. •Installation of fire extinguishers at convenient points. •Chemical factors lead should all he recycled and ensure proper packaging. •Proper handling of battery cases after breaking to ensure no acid is disposed around site. 4. Air pollution • No odour predicted to occur. •During smelting, the lead will he smelted and packed properly.
