IN EXERCISE of the powers conferred by section 44 (3) of the Wildlife Conservation and Management Act, the Cabinet Secretary for Tourism and Wildlife gazettes the Plan in the Schedule hereto: SCHEDULE Mara Naboisho Conservancy Management Plan 2026-2030 (hereinafter referred to as “the Plan”) defines the goals, objectives and actions that Mara Naboisho Conservancy (hereinafter referred to as “the Conservancy”) has designed to address natural resource conservation, livestock management, community livelihoods development, tourism development and the Conservancy’s operations. The Conservancy’s vision, zonation scheme, management programmes and plan implementation strategy are presented in the following sections. 1. Vision The Mara Naboisho Conservancy strives to: ‘Continue to come together to model a sustainable future for the local community, tourism partners, land and wildlife, in which all can flourish.’ 2. Land Uses and Zones The plan sets out a zonation scheme to support sustainable land use and effective resource management within the Conservancy. The primary land uses include wildlife conservation, livestock production and tourism. The zonation scheme categorizes land use activities into six zones: Host Parcel Zone, Livestock Grazing Zone, Core Conservation Zone, Special Habitat Zone, Tourism Facility Zone and Riparian Zone. 3. Management Programmes The Plan comprises five (5) management programmes that address the key issues affecting the Conservancy. These programmes are summarised in the following sections. 3.1 Natural Resource and Land Management Programme The purpose of the Natural Resource and Land Management Programme is to maintain, enhance, restore and monitor the ecosystem integrity, biodiversity and habitat quality of Mara Naboisho Conservancy and its connected landscapes using high-quality science, ensuring long-term benefits for both nature and people. The programme aims to achieve this purpose through implementation of management objectives that focus on: protecting key wildlife corridors, prioritizing and implementing sustainable land management and restoration, ensuring decisions in conservation are supported by scientific data, and maintaining high standards of ecological integrity. 3.2 Livestock Management Programme The Livestock Management Programme aims to create a regenerative livestock system that delivers healthy rangelands, cattle, community and wildlife through an integrated approach grounded in improved grazing management and value addition. This will be accomplished through the implementation of management objectives that focus on: improving grazing practices to support rangeland recovery and wildlife health, strengthening collective risk management and animal health services, increasing value addition and market access for landowners, and improving the Naboisho livestock predation scheme. 3.3 Tourism Development and Management Programme The Tourism Development and Management Programme endeavours to ensure the Conservancy continues being internationally recognised as a leading model of high-end, low-impact eco-tourism in Kenya. To achieve the programme’s main goal, three management objectives have been developed. They focus on: maintaining a high- quality and low-impact tourism experience, developing and promoting the Naboisho brand, and diversifying and increasing tourism offerings and the value chain. 3.4 Community and Livelihoods Programme The goal of the Community and Livelihoods Programme is to enhance the social well-being and livelihoods of the local community by fostering partnerships between the Conservancy, landowners and local partners, ensuring the long-term value of the Conservancy to its members. The programme’s key management objectives focus on: improving local livelihoods, empowering local women and promoting gender inclusivity and equitable participation, improving social service standards within and around the Conservancy, fostering trust and transparency with landowners, strengthening collaboration among development partners, and enabling enterprise infrastructure that supports community producers. 3.5 Conservancy Business and Operations Programme The overall goal of this programme is to enhance operations, improve financial credibility and diversify revenue streams building on Naboisho’s success. The programme seeks to achieve this purpose through the implementation of management objectives that prioritize aligning Naboisho’s operations and governance with best practices, diversifying the Conservancy’s annual revenue beyond tourism, and maintaining and improving the Conservancy’s operational efficiency. 4. Plan Implementation, Monitoring and Evaluation A 5-year implementation plan has been developed to facilitate the implementation of the Conservancy Management Plan. The plan outlines the management actions and activities under each of the five management programmes. The plan also provides a monitoring and evaluation framework for assessing the potential impacts of implementing each management programme.
