THE INCORPORATION AND INSTITUTIONAL TRANSFORMATION OF THE PUBLIC TRUSTEE DEPARTMENT APPOINTMENT IT IS notified for the general information of the public that the Attorney-General has appointed a Task Force on the Incorporation and Institutional Transformation of the Public Trustee Department comprising of— Linda M. Murila – Chairperson Members: Rose Mbanya, SC, Evans Obote, Peter Kimaile, Nilfat Kassim Ali, Elijah Ambasa (Dr.), Areba Omwoyo Samba, Florence Muinde (Dr.), Rebecca Lomong (Dr.), Joint Secretaries: Naaman Geda Mohammed Shuriye 1. The terms of reference of the Task Force shall be to— (a) undertake a Rapid Results Initiative exercise on all Public Trustee files in the Public Trustee Department, including at the headquarters and in the regional offices, to determine the current caseload, identify bottlenecks impeding timely administration, and recommend targeted interventions to fast-track conclusion and closure of files; (b) develop standard operating procedures, performance benchmarks and monitoring mechanisms for ongoing file management, to ensure sustained efficiency and prevent future backlogs; (c) conduct a comprehensive audit of the current structure of the Public Trustee Department established by section 5 of the Public Trustee Act

IT IS notified for the general information of the public that the Attorney-General has appointed a Task Force on the Incorporation and Institutional Transformation of the Public Trustee Department comprising of— Linda M. Murila – Chairperson Members: Rose Mbanya, SC, Evans Obote, Peter Kimaile, Nilfat Kassim Ali, Elijah Ambasa (Dr.), Areba Omwoyo Samba, Florence Muinde (Dr.), Rebecca Lomong (Dr.), Joint Secretaries: Naaman Geda Mohammed Shuriye 1. The terms of reference of the Task Force shall be to— (a) undertake a Rapid Results Initiative exercise on all Public Trustee files in the Public Trustee Department, including at the headquarters and in the regional offices, to determine the current caseload, identify bottlenecks impeding timely administration, and recommend targeted interventions to fast-track conclusion and closure of files; (b) develop standard operating procedures, performance benchmarks and monitoring mechanisms for ongoing file management, to ensure sustained efficiency and prevent future backlogs; (c) conduct a comprehensive audit of the current structure of the Public Trustee Department established by section 5 of the Public Trustee Act and identify any gaps in corporate capacity, autonomy, and compliance; (d) develop a legal framework for the incorporation of the Public Trustee Department including necessary legislative amendments, registrations, and transitional provisions necessary for incorporation of the Department; 2912 2912 (e) propose a suitable governance model, including Board structure, management hierarchy, and accountability mechanisms aligned with Government Owned Enterprises standards; (f) formulate a detailed roadmap for the transition of the Public Trustee Department with timelines, key milestones, risk mitigation measures, and monitoring, evaluation and reporting indicators; (g) design financial and asset transfer protocols, including valuation, liability assumption, and sustainable funding models; (h) recommend human resource restructuring, staff absorption, capacity building, and pension alignments under relevant public service guidelines; (i) undertake a review of the Law of Succession Act with particular reference to the mandate and operations of the Public Trustee, and propose legislative, policy and procedural reforms as may be necessary to streamline succession administration by the Public Trustee Department, enhance protection of vulnerable beneficiaries, and support timely closure of estates; (j) design suitable stakeholder engagement, communication, and change management strategies for the Public Trustee Department; and (k) undertake such other tasks ancillary or incidental to the foregoing as may be assigned by the Attorney-General for achieving the purposes for which the Task Force is established. 2. In the discharge of its functions, the Task Force shall have power to: (a) regulate its own procedure; (b) hold meetings, public forums and consultations in such places and at such times as may be necessary in for the proper discharge of its mandate; (c) review official reports, policy, legislation or any other document related to its mandate; (d) co-opt experts in particular areas of need as may be necessary for the execution of its mandate; and (e) establish subcommittees for the efficient and expeditious discharge of its mandate. 3. The Chairperson shall convene the first meeting of the Task Force within fourteen (14) days of the date of this Notice. 4. The term of the Task Force shall be a period of four (4) months with effect from the date of this Notice, or for such longer period as the Attorney-General may specify by notice in the Gazette. 5. The Secretariat of the Taskforce shall be domiciled at the Office of the Attorney-General. 6.
