(Cap. 265F) THE NYANDARUA COUNTY BURSARY FUND ACT COUNTY GOVERNMENT OF NYANDARUA LIMITED TRANSFER OF FUNCTIONS RELATING TO ISSUANCE OF BURSARIES AND SCHOLARSHIPS THE Residents of Nyandarua County and the general public are notified that the County Government of Nyandarua and the National Government executed an Intergovernmental Partnership Agreement on Issuance of Bursaries and Scholarships dated the 3rd November, 2025. The Intergovernmental Partnership Agreement provides for— (a) A clearly defined scope of transfer limited to the issuance of bursaries and scholarships; (b) Retention of policy, standards, and regulatory roles by the National Government; (c) Assumption by the County Government of implementation tesponsibilities, including development of county legislation, budgeting, beneficiary identification, and programme administration; (d) Funding of the bursary programmes from county resources appropriated through the County Revenue Fund and subject to availability of funds; (e) Establishment of a joint Intergovernmental Committee to oversee implementation, monitoring and evaluation; (f) Structured reporting obligations to both the National Assembly and the County Assembly, including annual financial reports and quarterly monitoring reports submitted through the Intergovernmental Relations Technical Committee and the Office of the Controller of Budget; and 2:08 PM THE KENYA GAZETTE 20th April, 2026 2068 2068 (g) Compliance with applicable legal frameworks, including the Public Finance Management Act, 2012, the Public Procurement and Asset Disposal Act, 2015, and the Data Protection Act. In fulfilment of the legal obligations set out under section 26 of the Intergovernmental Relations Act, the National Assembly and the Nyandarua County Assembly have been notified of the limited transfer of functions as codified in the Intergovernmental Partnership Agreement on Issuance of Bursaries and Scholarships.
