PURSUANT to section 59 of the Environmental Management and Coordination Act Cap. 387, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Victory Farms Limited, proposes to establish a commercial, sustainable and socially responsible tilapia cage system with an estimated production of 30,000 metric Tons per annum in new 390 acres concession block within Lake Victoria’s Nyatike West (Kadem) and Nyatike South (Karungu) Sub-Counties in Migori County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Disturbance of lake bed sediments • Carefully dismantle structures to minimize sediment disturbance. • Remove anchors and moorings using controlled methods. • Schedule removal during calm weather conditions. • Supervise activities to prevent debris loss into the water. Accidental spillage of fuel and oils • Drain all fuels and lubricants prior to removal. • Use spill prevention measures and keep spill kits on-site. • Use designated access routes to avoid shoreline degradation. Solid waste accumulation • Segregate reusable, recyclable, and waste materials. • Sell or reuse scrap materials where possible. • Dispose non-recyclable waste through licensed contractors. • Maintain clean and safe temporary storage areas. Microplastic pollution • Retrieve all nets completely from the water. • Inspect site for residual fragments. • Recycle or dispose through licensed waste handlers. 17th April, 2026 THE KENYA GAZETTE Impacts Mitigation Measures Soil and water contamination • Identify and inventory all hazardous substances. • Store temporarily in labelled, secure containers. • Dispose at licensed hazardous waste disposal facilities. • Characterize waste according to standard waste management procedures. • Engage licensed waste disposal contractor. • Maintain waste transfer records. Traffic congestion • Use roadworthy, licensed transport vehicles. • Secure loads properly to prevent spillage. • Plan transport during non-peak hours where possible. Aesthetic degradation • Remove all project materials and debris from lake and shoreline. • Restore disturbed shoreline areas. • Rehabilitate any compacted ground. • Conduct post-decommissioning water quality assessment to confirm restoration. Exposure to hazardous materials • Provide appropriate PPE and flotation devices. • Conduct safety briefings and supervision. • Ensure trained personnel handle dismantling operations.
