THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
ACT
PURSUANT to section 59 of the Environmental Management and
Co-ordination Act, 1999, the National Environment Management
Authority (NEMA) has received an Environmental Impact Assessment
Study Report for the above proposed project.
The proponent, Elgon Kenya Limited, proposes to establish a steam-granulated fertilizer manufacturing plant to produce NPK fertilizer along with other related crop nutrition products, together with associated office spaces, a perimeter wall, ablution block with septic tanks and other associated facilities and amenities on Plot L.R.
24605/12, Ngelani Village, Mavoko Municipality, Machakos County.
The following are the anticipated impacts and proposed mitigation measures:
Impacts Mitigation measures
Air quality Minimize generation of air pollutants through using modern equipment that have minimum emissions.
Ensure all containers of volatile products are kept close.
Regular monitoring of air quality in the plant. Parameters for monitoring include
SO2, dust and other pollutants.
Switch off engines when not in use.
Health and safety for workers
Provision of appropriate protective clothing such as dust masks, gloves and safety goggles to workers during construction and operation phase of the project.
Regular training on pro-active safety for employees.
Conducting health and safety audits annually.
Provide adequate sanitary facilities.
Establish an ‘employees clinic’ manned by a qualified physician.
Public health and safety
Restrict access into the facility by members of the public.

Impacts Mitigation measures
Monitor annually for air based infections from the nearby health facilities.
Waste management
Hazardous waste should be incinerated.
Waste water from the facility should be directed into soak pits or an artificial wetland.
Office wastes to be burnt on site.
Storm water to be properly directed into the
Athi River by drains - Medical waste to be incinerated.
Soil erosion and ground water pollution
Ensure that all the activities at the fertilizer plant do not encroach the riparian.
Plant trees along the perimeter fence and other areas within the facility - Carryout soil conservation measures.
Noise and vibrations
Construction activities and vehicle movement to be restricted to daytime hours.
All vehicles and machinery should be maintained at standard noise levels.
Solid waste and hazardous waste
Use integrated solid waste management system through waste management hierarchy options of reuse, recycle.
Provide sanitary facilities to the workers.
Reuse fertilizer dust sweepings to spread in the gardens.
Occupational health and safety
Prepare an EMP to be made available to the public and government officials.
The proponent will be responsible for managing, supervising and controlling health and safety on site.
All reasonable precautions to safeguard the health and safety of all persons, employees and the general public.
