THE CONSTITUTION

ESTABLISHMENT
PURSUANT to article 179 of the Constitution of Kenya, 2010 and section 30 (3) (d) of the County Governments Act, and the County
Executive Committee resolution number CECM/…… it is notified for general public information that the Governor of the Kajiado County has established the Amboseli Advisory Unit.
The Unit
The purpose of the Unit is to oversee the seamless transfer and management of the Amboseli National Park from the National
Government to the County Government of Kajiado as per the Deed of
Transfer and the Gazette Notice. The Unit shall be tasked with coordination of Financial and Human Resource functions of all

Government departments in relation to the said transfer, pending the establishment of the Semi-autonomous body through County legislation;
The Functions of the Advisory unit––
(a) fully Implement of the County Government Obligations as stipulated in the Transfer Deed signed on 14th October 2025 between the County Government of Kajiado and the National
Government;
(b) collaborate, consult and co-operate with the Transition
Management Committee for seamless transfer of the Park;
(c) mobilize financial resources to cover incidental cost related to the execution of the deed between the time of operationalization and the end of the transition period;
(d) carry out capacity building mechanism to the county government of Kajiado to facilitate seamless transition in the management of the park;
(e) spearhead the Review the County Integrated Development
Plan to confirm alignment with the Amboseli National Park
Management Plan (2020-2030).
(f) make recommendations to the County Public Service Board on recruitment of human resource to support the implementation of the transferred functions for consideration and approval by the Governor;
(g) bring together all relevant stakeholders within the Amboseli
Ecosystem to actively harness their participation in the planning and implementation of projects and programmes related to the protection, conservation and management of wildlife resources in the ecosystem;
(h) co-ordinate enforcement of Amboseli Ecosystem based management plans and land use planning initiatives in consultation with all relevant stakeholders with particular regard to critical wildlife habitats, corridors and dispersal areas for the better management and conservation of wildlife;
(i) hold such number of meetings, consultative sessions, public participation events, and engagements as shall be necessary for the purposes of receiving information or views in furtherance of the Terms of Reference; and
(j) have such powers as are necessary or expedient for the proper execution of the Advisory functions.
Administration of the Unit
The Unit shall be headed by a special advisor appointed by the
Governor who shall report to the Chief of Staff. The unit may have such other officers as are necessary for efficient delivery and as may be determined by the county executive committee in consultation with the county public service board.
The Advisory Unit shall consist of—

The Advisory Unit shall, prior to embarking on its duties, subscribe to such oath of confidentiality and such other oaths, as may be prescribed.
In the performance of its functions the Advisory unit––
(a) shall be properly constituted for purpose of transacting its business with five members present to form the quorum;
(b) shall hold such number of meetings at such places and such times as the Advisory Unit shall consider necessary for the proper discharge of its mandate;
(c) may request for documentation and any other material or information required in the discharge of its mandate, from any officer or official in the County Government of Kajiado;
(d) shall have access to all reports relevant to its mandate;
(e) shall, as it considers appropriate, carry out or cause to be carried out such studies or research as may inform the
Technical Committee on its mandate;
(f) shall submit reports to the Governor upon request; and
(g) subject to the foregoing, the Advisory Unit and the secretariat that may be established by the committee, shall have all the independence necessary for carrying out its function, and for the proper execution of its mandate, including the power to regulate its own procedure without being the subject of control by any other authority.
Duration of the Exercise
The exercise is expected to be completed by 30th June, 2027.
The Advisory Unit shall––
(a) within one (1) month (or such longer period that the
Governor may authorize) submit to the Governor a report with appropriate recommendations;
(b) submit as appropriate, interim reports to the Governor as the
Advisory Unit may deem fit and necessary or as the need arises; and
(c) in consultation with the Governor, have the power to co-opt other staff in the county government or a professional expert, as it deems fit only for specialized aspects of its functions.
Remuneration
The Unit shall be entitled to allowances as per the Salaries and
Remuneration Commission Guidelines/ Circulars.
Secretariat
The Department of Gender, Culture and Wildlife shall be secretariat to the Advisory Unit.
The Secretariat shall be responsible to the Advisory Unit for—
(a) providing appropriate background briefing to the Advisory
Unit;
(b) preparing the Advisory Unit reports and disseminating any information deemed relevant to the Advisory Unit;
(c) undertaking research and liaising with the relevant Kajiado
County Government Departments and any other institution in order to gather relevant information necessary for informing the Advisory Unit; and
(d) policy interpretation, developing and implementing the programs and activities of the Advisory Unit
These appointments take effect from the date of this notice.
