GAZETTE NOTICE NO. 5050

WHEREAS, The Intergovernmental Relations Technical Committee is established pursuant to the Intergovernmental Relations Act (Cap. 265F); WHEREAS, The Technical Committee is responsible for the day-to- day administration of the National and County Government Co-ordinating Summit (the Summit) and the Council of County Governors (the Council), and in particular – (a) facilitates the activities of the Summit and the Council; (b) implements the decisions of the Summit and the Council; and 10th April, 2026 THE KENYA GAZETTE (c) assumes the residual functions of the transition entity established under the law relating to transition to devolved government upon the dissolution of such entity; WHEREAS, The Technical Committee comprises— (a) a Chairperson competitively recruited; (b) not more than eight (8) members, competitively recruited; and (c) the Principal Secretary for the time being responsible for matters relating to Devolution; WHEREAS, Vacancies are anticipated in the membership of the Technical Committee following the lapse of the six (6) year non-renewable term of office of seven (7) Members with effect from the 19th June, 2026; NOW THEREFORE, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, in exercise of the powers conferred by section 8(2) of the Intergovernmental Relations Act, do: I. DECLARE impending vacancies in the position of seven members of the Technical Committee, with effect from 19th June, 2026; II. CONSTITUTE a Selection Panel for the recruitment of nominees for appointment as seven Members of the Technical Committee; and III. APPOINT the following persons to the membership of the Panel: Chairperson Amos Gathecha - Executive Office of the President, Members: Benjamin Chesire Cheboi Council of Governors, Ochilo Ayacko Council of Governors, Fatuma Achani Council of Governors, Michael Lenasalon State Department for Devolution, Shadrack Mose State Law Office, Francis Owino (Dr.) Public Service Commission, Joanne Machayo Public Service Commission, Nicholas Letting (Prof.) Association of Professional Societies of East Africa (APSEA), Mutheu Kasanga Kenya Private Sector Alliance (KEPSA), Joint Secretaries: Kipkurui S. Chepkwony (Dr.) Intergovernmental Relations Technical Committee, Mary Mwiti Council of Governors.
