the following – (1) The National Economic and Social Council will be chaired by the President, or in the absence of the President, by the Prime Cabinet Secretary who shall be the convenor of the Council meetings, or in the absence of both the representative from the private sector appointed by the President. The Council shall comprise of the following: (i) By deleting paragraph (b) and substituting therefor the following— (b) The Prime Cabinet Secretary (ii) By inserting the following sub-paragraphs immediately after sub-paragraph (b) (ba) The Prime Cabinet Secretary – First Vice-Chairperson and Convenor (bb) A representative from the private sector. (bc) The Cabinet Secretaries responsible for matters relating to; - (i) Foreign Affairs; (ii) The National Treasury; (iii) Education; (viii) Investments, Trade and Industry; (ii) By deleting paragraph (d) and substituting therefor the following— i. Up to fifteen (15) Members, comprising local and international experts. All experts shall be of the highest repute, with demonstrably distinguished careers in business, economics, engineering and other sciences, public service, administration and planning or civil society, and drawn from diverse professional and disciplinary backgrounds; ii. Cabinet Secretaries for the National Treasury and Economic Planning; Foreign Affairs; Investment, Trade and Industry and Education shall serve as Ex-Officio members. iii. Other Cabinet Secretaries and Principal Secretaries may attend, as directed by His Excellency the President, when their participation is deemed necessary for effective deliberations of the subjects under the agenda; (iii) By deleting paragraph (f) (iv) By deleting paragraph (h) (v) By deleting paragraph (i) 2. By deleting sub-paragraph (a) to (g) and substituting therefor the following; 27th March, 2026 THE KENYA GAZETTE (a) To advise His Excellency the President and the Cabinet on economic and social policy, including the articulation of long- term goals and the identification of appropriate strategies for their attainment; (b) To propose a long-term national development framework, Vision Centenary, that transforms present challenges into building blocks toward the nation’s long-term goals, thereby positioning Kenya for inclusive development, shared prosperity, and a legacy worthy of its centenary of independence; (c) To deliberate with originality, ingenuity, and foresight, and to propose innovative initiatives across strategic sectors vital to national development and wealth creation, including energy, water, health, education, infrastructure, industry, agriculture and digital technology; (d) To advise on social and governance priorities, including addressing joblessness particularly providing decent jobs among young Kenyans, eradicating corruption, reducing inequalities between the rich and the poor as well as across regions, and empowering marginalized communities; (e) To advise on debt management and resource mobilization through innovative financing strategies; (f) To advise on the blue economy, climate change and green growth, sustainable management of natural resources, and the protection of wildlife; in accordance with Kenya’s constitutional obligation to protect the environment for present and future generations; and (g) To render such advice, opinions, and recommendations on any other matter of an economic or social nature referred to it by the President, the Cabinet, or Parliament. 3. By inserting the following paragraphs 3 (d) immediately after subparagraph (c) the following: (d) Shall prepare, publish and publicize bi-annual reports. (e) Subject to existing laws, the Council shall have access to such data and information as may be necessary to perform its function. By deleting Paragraph (4(1)) and substituting therefor the following – The Secretariat of the Council shall be based at the Office of the Prime Cabinet Secretary, P.O. Box 30551–00100, Nairobi and shall consist of: - (a) a Secretary appointed by the President who shall be the Chief Executive Officer of the Council, responsible to the Council in carrying out the functions set out in paragraph (2); and (b) such other divisions of the Secretariat as may be found to be necessary for the performance of its functions, which shall be under the supervision of the Chief Executive Officer; and (c) such other officers, staff or agents as may be necessary for the discharge of the functions and duties of the Secretariat. By inserting Paragraph 4 the following– 4. The funds necessary for the implementation of activities by the Council and the Secretariat, shall be appropriated and may also raise funds from any other sources. Dated the 23rd March, 2026.
