PURSUANT to section 59 of the Environmental Management and Co-ordination Act, Cap. 387, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Pyrocycle Limited, proposes to develop Waste tyre pyrolysis plant facility comprising furnace systems, catalyst, combustion chamber, cyclone, a dousing device, a reactor with a ball rotor, a bag filter to separate dust from the waste gases, 20 meters high chimney installed for each pyrolysis furnace system, Continuous Emission Monitoring System (CEMS), other associated facilities and amenities on L.R. No. Kajiado Kap-North/127850, in Kisaju area, Isinya Sub-County, Kajiado County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Air Pollution. • All dusty materials shall be sprinkled with water prior to any loading and unloading so as to maintain the dusty materials wet. 13th March, 2026 THE KENYA GAZETTE Impacts Mitigation Measures • Vehicles delivering loose and fine materials like sand and fine aggregates shall be covered to reduce spills on road. • Post signs that limit vehicle speeds onto unpaved roads and over disturbed soils. • Rapid onsite construction so as to reduce duration of traffic interference and therefore reduce emissions from traffic delays. Traffic and Transport Impacts • Prepare a Traffic Management Plan. • Enforce speed limits within the site. • Strict adherence to traffic rules. Air Pollution • Regularly sprinkle water on access roads and open yards to suppress dust. unloading or transfer operation so as to maintain the dusty materials wet. • Cover stockpiles of sand, soil and similar materials or surround them with wind breaks. • Use fully enclosed, oxygen-limited pyrolysis reactors to prevent uncontrolled combustion Use airtight reactors and sealed feeding systems. • Ensure complete combustion of syngas in burners. Oil Leaks and Spills • Machinery should be well maintained to prevent oil leaks. • Contractor should ensure that maintenance is carried out in garages not at the site. Occupation Health and safety • Develop and enforce Occupation Health and Safety Management Plan. • Restrict unauthorized access to high-risk areas. • Install fire detection and suppression systems. • Maintain a fully equipped first-aid station on site. • Conduct regular OSH inspections and audits. • Ensure compliance with OSHA Kenya (2007) and relevant NEMA conditions. • The management should ensure use of PPE and firefighting equipment Generation and Disposal of Solid Waste • Carefully budget to ensure that the amount of construction materials left on site after construction is kept to a minimal. • Consider the use of recycled or refurbished construction materials. • Use of durable, long-lasting materials that will not need to be replaced as often. • Provision of facilities for proper handling and storage of construction materials to reduce the amount of waste caused by damage or exposure to the elements. • Use of construction materials that have minimal packaging to avoid the generation of excessive packaging waste. • Use of construction materials containing recycled content when possible and in accordance with accepted standards. Impacts Mitigation Measures • Adequate collection and temporarily storage of waste on site shall be ensured to facilitate sustainable waste management including but not limited to safe transportation of waste to designated waste disposal site. Increased Storm Water Runoff • Put in place appropriate measures aimed at minimizing soil erosion and associated sediment release from the proposed Project site during construction. Noise and vibration pollution • Install and use low noise and vibration- controlled equipment where feasible. • Ensure adequate spacing between machines to reduce noise amplification. • Restrict noisy operations to daytime hours where possible. Switch off idle equipment promptly. Conduct periodic occupational noise monitoring within the plant. • Carry out ambient noise level monitoring at plant boundaries. Odour Impacts • Use fully enclosed pyrolysis reactors and condensers to prevent escape of odorous gases. Avoid long-term storage of odorous feedstock. Clean spillages immediately to prevent decomposition and odour release. Promptly remove waste residues and sludge. Labour Influx • Prepare a labour influx plan to manage labour influx; Casuals and skilled labour will be sourced from the local population as far as possible to minimize on influx of foreigners into the community. • Use of manual labour where possible to ensure more employment of locals and hence ensure support of the Project throughout the construction process. • Sensitize workers on the different cultures and inculcate tolerance.
