COMPLETION OF DEVELOPMENT PLAN
IN EXERCISE of the powers conferred to me by sections 10 and
11 of the National Rating Act, 2024, the County Executive Committee
Member for Lands, Physical Planning, Urban Development and
Mining, gives notice to members of the public, property owners, ratepayers and all stakeholders of the proposed adoption of property rating methods within Taita Taveta County and the proposed designation of rating areas for purposes of implementation of the said rating methods.
This constitutes the statutory notice of not less than sixty (60) days prior to the adoption and implementation of the proposed forms of rating in accordance with Section 10 of the National Rating Act, and members of the public are invited to submit written comments, representations or objections within the period specified herein.
Proposed Forms and Methods of Rating
The County Government proposes to adopt the following rating methods:
Unimproved Site Value (U.S.V.) Rating- applicable to all rateable properties appearing in the valuation roll;
Area Rating-comprising of flat rates and graduated rates to be applied within designated zones classified as: Zone A (Highly economically viable areas); Zone B (Medium economically viable areas); Zone C – (Low economically viable areas).
Designation of Rating Areas
The County Government has not yet finalized its spatial plan, thus it designates rating areas by reference to sub-county administrative areas in compliance with Section 11 of the National Rating Act. The rating areas shall be as follows:
Voi Sub-County
Unimproved Site Value (U.S.V) Ratings shall apply to developed areas, areas covered by development plans or areas with high development potential including: Voi Township (areas under LR No.
1956); Sophia Plotini; Sophia Upper; Sophia Bona; Upper and Lower
Kariakor; Bomani Phase I & II; Bangladesh Gaza; Mwakingali “B” including Mlekenyi, Weni Mwana and Aseko; Voi Ikanga “B” including Lebanon and Mlambeni; Mbololo/Mraru Sheet 30 (Airstrip area only); Tumaini area (Sikujua); Kaloleni Phase I; Voi
Development Company; Taita-Taveta Teachers Sacco; Tanzania
Bondeni “B” (Mariwenyi); Tanzania Bondeni “A”; Vindo Multi-
Purpose; Vindo Squatter Settlement; Voi Sisal Estate; Harambee
Sacco; Mwakingali ‘A’ Settlement Scheme (Muthaiga and Mwangea area) and Maungu Trading Centre.
Area Rating (Flat or Graduated Rates)-Applicable to areas with development potential but lacking approved development plans or cadastral maps identifying individual plots, including: Ndara “A” –
Mabirikani Centre; Ndara “B” – Sagalla (around Kasarani area);
Kaloleni Phase II; Mwanda Oza Group Ranch; Mbololo Ngulia Group
Ranch; Sagalla Kishamba “B” bordering Ndara “A”; Kasarani
Majengo (SGR area); Sagalla Terri “A”; Mbololo Tausa (Kanan area);
Maweni Settlement Scheme; and SGR Station area. Market Centres-
Buguta Trading Centre; Bungule Trading Centre; Bachuma Market
Centre; Manyani area (near GK Prison and NYS Camp) and Canan
Trading Centre.
Mwatate Sub-County
Unimproved Site Value (U.S.V) Ratings- Mwatate Town; Chawia
Wusi Kaya – Sheet 30 surrounding township and Chawia Wumari
Sechu surrounding township. Market Centres- Bura Trading Centre;
Maktau Trading Centre and Taita Taveta University and surrounding
Ronge Nyika area.
Area Rating (Flat or Graduated Rates)- Modambogho area; Kitivo area and Singila Majengo area. Market Centres- Mwatunge Market
Centre including surrounding Modambogho area; Dembwa Trading
Centre; Landi Market Centre and Mariwenyi Market Centre.
Taveta Sub-County
Unimproved Site Value (U.S.V) Ratings-Taveta Township Block
1; Taveta New Town; Taveta Squatter Settlement Scheme; Taveta
Phase I; Taveta Phase II including Lesesia Chachewa and Ebeneza
Langata; California Taita Taveta University – Taveta Campus; and
KMTC Taveta Campus.Market Centres-Timbila Trading Centre;
Chumvini Trading Centre; and Njukini Trading Centre.
Area Rating (Flat or Graduated Rates)-Majengo Mapya area;
Mahoo area; and other areas not appearing in the valuation roll including Gichea Farm, Lake Jipe Scheme and other schemes and large farms (graduated flat rates).Market Centres-Challa Market
Centre; Sesi Market Centre; and Kasokoni Market Centre.
Wundanyi Sub-County
Unimproved Site Value (U.S.V) Ratings- Wundanyi Township.
Area Rating (Flat or Graduated Rates)- Shigharo/Sungululu.
Market Centres- Kesse Market Centre; Mghange Nyika Trading
Centre; Kungu Market Centre; Makandenyi Market Centre; Saghasa
Market Centre and Mghambonyi Market Centre.
Determination of Rates Payable
Properties under the U.S.V rating shall be subjected to a rate struck of 0.5% (percent) as per the Taita Taveta County Finance Act, 2025.

Properties under area rating shall be subjected to flat or graduated rates as may be prescribed in the County Finance Act.
Proposed Commencement Date
The proposed rating system shall take effect on 30th April, 2026.
Process and Implementation Stages
The rating process shall include: Adoption of the rate struck through the County Finance Act; Publication of the date for payment of rates by Gazette Notice and Payment of rates through authorised
County Government bank accounts or designated revenue platforms.
Conduct of the Exercise
The exercise shall be conducted by the County Government through the Department of Finance and Economic Planning in collaboration with the Department of Lands, Physical Planning, Urban
Development and Mining, the Office of the County Attorney and designated revenue and rates officers.
Avenues to raise objections or seek clarifications on rating
Any person wishing to submit comments, representations or objections regarding the proposed rating methods or designation of rating areas shall submit written representations within Thirty (30) days from the date of publication of this Notice to the County
Executive Committee Member responsible for Lands, Physical
Planning, Urban Development and Mining.The procedure under section 36 of the National Rating Act may be adopted where applicable

COMPLETION OF PART DEVELOPMENT PLAN
PDP No. W16/2025/1 – Existing Sites For Kenya Wildlife Service and County Fisheries Department.
NOTICE is given that preparation of the above Part Development
Plan is complete.
The Part Development Plan relates to land situated within
Kakamega Municipality, Kakamega County.
Copies of the plan have been deposited for public inspection at the office of the County Executive Committee Member and County
Director of Physical Planning, Kakamega. The copies so deposited are available for inspection free of charge by all persons interested at the above-mentioned offices between the hours of 8.00 a.m. and 5.00 p.m.
Monday to Friday.
Any interested person(s) who wishes to make any representation in connection with or objection to the above Part Development Plan may send such representations or objections in writing to be received by the
County Executive Committee Member, Department of Lands, Housing, Urban Areas and Physical Planning, P. O. Box 36-50100, Kakamega within sixty days (60) from the date of this notice and any such representation or objection shall state the grounds on which they are made.
