ASSIGNMENT
IT IS notified for public information that pursuant to Sections 3 (l) and 6 (5) (b) of the County Governments Act, 2012, as read with
Section 102 (1) of the Public Finance Management Act, 2012 and
Article 179 (1) of the Constitution of Kenya I, Gideon Maitha
Mung’aro, the Governor of Kilifi County Government, have appointed a Committee with the following Terms of Reference—
Terms of reference for Pending Bills Verification Committee are to—
(a) Develop a clear work plan for the verification of the pending bills.
(b) Establish a clearly defined criterion for detailed examination of and analysis of the pending bills/claims with a view to determining the genuineness and validity.
(c) Determine whether all the expenditures had been budgeted for in the period they were incurred.
(d) Determine the status of unpaid awarded contracts.
(e) To consider any other matter related and incidental to the foregoing and make such recommendations as may be appropriate; and
(f) To report to the Governor its findings and recommendations.
Note:
The members of the Committee shall be as follows—
Alice Waguthi Kinyua (Mrs.) (Chairperson);
Jacinta Mbeyu Sangah (Ms);
Victor Jackson Kaudo;
Sharlet Maua (Ms);
Benjamin Binyenya Wasige;
Keziah Njenga (Ms);
Keith Gongolo (Joint-Secretary);
Aslin Bogho (Ms); and
Anita Mcharo (Ms).
Powers and Mode of Operation of the Committee:
In the execution of its mandate, the Committee may—
(a) The members shall from time to time co-opt such persons as may possess such expertise necessary for the execution of the mandate of the Committee;
(b) interview any person it deems necessary;
(c) form technical working groups as may be required in the achievement of its terms of reference;
(d) hold such number of meetings in such places and at such times as the it shall consider necessary for the proper discharge of its functions;
(e) may carry out or cause to be carried out such assessments, studies or research as may inform its mandate;
(f) consult such sources of information as may be appropriate;
(g) shall solicit, invite, receive and consider written memorandum and information from relevant institutions and the public generally;
(h) engage the services of such experts, including forensic experts and investigators to assist it in its work; and
(i) subject to the foregoing, the Committee shall regulate its own procedure within the confines of the law and the
Constitution.
Duration of Assignment:
The Committee shall, subject to any extension that the Governor may authorize, execute its mandate and submit its report to the
Governor, not later than forty-five (45) days from the date of its commissioning.
Subject to the foregoing paragraph, the Committee may, if it deems it expedient to do so, submit to the Governor interim reports proposing measures for immediate implementation before its final report.
The Secretarial Support:
The Secretarial support to the Committee shall be provided by the office of the County Secretary and that office shall provide the necessary facilitation of the process to ensure effective and timely delivery by the Committee on its mandate.
The members of the Committee shall be paid such sitting allowances as may be authorised by the Governor and these shall be defrayed out of the Funds of the county government.
The Chief Officer, Finance and every other Chief Officer/Head of
Department within the county government shall avail such information as the Committee may require for the execution of its mandate.
