GAZETTE NOTICE NO. 1923

PURSUANT to section 59 of the Environmental Management and Coordination Act, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Mineral Masters Limited, proposes to construct a cement grinding plant to include a ball mill/vertical roller mill, roller 13th February, 2026 THE KENYA GAZETTE press, classifiers/separators, conveyors, industrial cyclone dust collectors, 4 floor level machine area warehouse, raw materials storage sheds, an administrative office block, quality control and testing laboratory, weighbridge, water tower structure, parking area, loading and offloading zones and other ancillary infrastructure on a section of Athi River/Athi River Block 8/1 along Muthwani Road in Lukenya Area, Mavoko Sub-County within Machakos County. The following are the anticipated impacts and proposed mitigation measures: Impacts Mitigation Measures Air, noise pollution and vibration • Water sprinkling on driveways and access roads or use biodegradable dust suppressants. • Switch off engines and equipment not in use. • Construction work confined to between 8:00 am and 5:00 pm. • Provide and enforce use of PPE (dust masks, ear muffs, helmets) - Proper servicing and maintenance of construction machinery and equipment. • Cover friable materials during transportation. • Monitor noise levels as per NEMA guidelines. Health and safety (risks of accidents and injuries to workers) • Procure services of a qualified Health and Safety Officer. • Provide fully equipped First Aid Kits on site. • Insure all workers under WIBA. • Provide clean drinking water and sanitation facilities. • Enforce standard operating procedures. • Provide fire-fighting equipment and emergency response plan. • Install warning signage and restrict unauthorized access. • Comply with OSHA 2007, NCA regulations and Kenyan safety standards. • Conduct safety induction and awareness training for all workers. Solid waste generation • Ensure waste materials are disposed off to County and NEMA approved sites. • Use of the 3rs – Reduce, Re-use, Re- cycle. • Waste segregation at source. • Engage a NEMA and County-licensed waste handler and ensure that all waste is transported and disposed of exclusively at County and NEMAapproved disposal sites. • Reuse excavated soil for backfilling where possible. Excessive water and energy use • Harvesting of rain water. • Training and awareness to workers on importance of water conservation and best practices. • Encourage use of alternatives for dust control such as non-toxic biodegradable dust suppressants or polymers that require less water. Impacts Mitigation Measures • Efficient water use in concrete mixing. • Drill borehole as per WRA authorization. • Install standby generators. • Incorporate renewable energy sources (solar). • Liaise with KPLC for adequate power supply. Traffic and access • Erect hoarding and site notice boards. • Sensitize surrounding community on construction activities. • Train truck drivers on road safety and site regulations. • Enforce Traffic Management Plan. • Repair damaged road sections caused by construction traffic. Solid waste generation and management • Develop a solid waste management plan. • Provide waste disposal bins at strategic points well protected from adverse weather conditions and animals. • Regular inspection and maintenance of the waste disposal systems. • Engage a NEMA licensed waste handler to transport and dispose waste. • Use of the 3rs – Reduce, Re-use, Re- cycle. • Encourage waste segregation at source. Liquid waste generation and management • Construction of a waste water treatment plant. • Regular inspection and maintenance of the waste water systems. • Obtain and comply with Effluent Discharge License (EDL). • Use of separate storm water drainage channels. Air emissions (cement dust) • Installation of industrial cyclone bag filters/ dust collectors. • Use of the collected dust back into the cement production process. • Routine maintenance of dust control equipment. • Conduct stack and ambient air quality monitoring - Maintain buffer zones. Occupational health, noise and vibration • Install and maintain effective noise and vibration control measures on all operational equipment and machinery. • Ensure regular servicing and maintenance of plant machinery to minimize excessive noise and vibrations. • Conduct routine noise and vibration monitoring in accordance with NEMA and OSHA guidelines. • Provide and enforce the use of appropriate PPE, including ear muffs and ear plugs, to all exposed workers. • Isolate high-noise equipment and install acoustic enclosures or barriers where necessary. • Limit exposure time for workers operating in high-noise areas through job rotation. 600 600 Impacts Mitigation Measures • Clearly mark high-noise zones and restrict unauthorized access. - Sensitize workers on noise-induced health risks and safe operating procedures. Social conflicts • Encourage good relation with the neighbours through provision of employment opportunities to the community members (skilled and semiskilled). • Strict adherence to provided ESMP. • Establish grievance redress mechanism. • Enforce worker code of conduct. • Implementation of the proposed CSR initiatives. Insecurity • secure the premise with a perimeter wall. • Installation of CCTV cameras at strategic points. • Have entry and exit points manned 24 hours. • Construction of gate house. Storm water management • Harvest rainwater and store in tanks. • Construct properly designed storm water drains. • Use permeable paving and soak pits. • Regular inspection and maintenance of drainage systems. Building safety/land and building use • Conduct structural integrity assessment. • Engage registered engineers to supervise decommissioning. • Confirm compliance with County zoning and development policies. • Obtain required decommissioning approvals. Accidents/injuries • Securing the Site by fencing off. • Maintain First Aid kits and emergency response plan. Un-disconnected services e.g. Power, water, telephone, sewer • Ensure disconnection of all services. • Remove all surface and underground cables and wiring. Solid waste generation (demolition waste) • Ensure waste materials are disposed of on County and NEMA approved sites. • Ensure re-use of materials that can be re- used. • Use of the 3rs – Reduce, Re-use, Re- cycle. Noise and vibration • Ensure use of serviced equipment. • Switch off engines not in use. • Demolition works to be confined to between 8.00 a.m. to 5.00 p.m. • Ensure use of earmuffs by workers.
