GAZETTE NOTICE NO. 1739

IT IS notified for the general information of the public that pursuant to the provisions of Article 189 of the Constitution of Kenya, sections 6, 34 and 36 of the County Governments Act, and section 26 of Intergovernmental Relations Act, Cap. 265F; that the National Government through the Ministry of Education and the County Government of Mombasa have entered into an Intergovernmental Partnership Agreement dated the 15th January, 2026, on issuance of bursaries and scholarships.The objective of this Agreement is to: (a) Provide for a structural framework for the limited transfer of elements of the education function from the national government to then county government, solely to the extent of issuance of bursaries and scholarships to primary, special education, secondary, universities and tertiary educational institutions; (b) Promote transparency and accountability in the utilization and management of bursaries and scholarships in the education sector; (c) Promote sharing of resources in education service delivery; (d) Enhance and promote equitable access to quality and inclusive education. AMENDMENTS This agreement may be amended as may be required from time to time by mutual consent of the parties. Such amendment shall be in writing, shall come onto force on the date of execution, and shall form part of this agreement. 13th February, 2026 THE KENYA GAZETTE This agreement became effective on the 1st June, 2025.
