GAZETTE NOTICE NO. 1735

PURSUANT to section 8 of the Statutory Instruments Act, the Cabinet Secretary for Labour and Social Protection notifies the general public that a Regulatory Impact Statement on the proposed Social Protection (General) Regulations, 2025 has been prepared to assess the impact of the Regulations on the public. The main objective of the proposed Regulations is to provide a structured legal framework for detailed procedures, eligibility criteria, benefit structures, and administrative mechanisms for the delivery of non-contributory social protection interventions in Kenya. Specifically, the proposed Regulations seek to provide; (a) the eligibility criteria for persons in need; (b) the application procedure for the social protection benefits; (c) the administration of social protection benefits; and (d) the manner in which the social protection registry shall be maintained, including details or particulars required to be entered in the register. The Cabinet Secretary requests the public and all and all persons likely to be affected by the proposed Regulations to submit written memorandum to reach the undersigned within fourteen (14) days from the date of the publication of this Notice. The hard copies of the written memoranda may be submitted to the State Department for Social Protection and Senior Citizen Affairs, P.O. Box 40326–00100, Nairobi.
