THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The Proponent, International Housing Solutions-Kenya, proposes to construct 4 No. blocks of storey each (semi basement, ground plus 6 floors) residential apartments comprising a total of 216 units (90 No. one bedroom and 126 No. two bedroom units measuring 40m2 and 60m2 respectively), club house, guardhouse & utilities building, parking bays, children play area, walking trail, communal gardens, associated amenities and facilities on plot L.R. No.31111 at Mashiara Park, Loresho, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Possible Impacts Proposed Mitigation measures Biodiversity impacts • Preserve existing native vegetation on the site outside the project footprint. • Utilize native plant species in landscaping to replace lost trees and promote biodiversity. Riparian ecosystem impacts • Maintain the WRA-demarcated riparian reserve, preventing any construction activity within this zone. • Design and implement a stormwater management plan to control runoff volume and velocity, minimizing impacts on Kibagare river. Air pollution • Enclose the site with dust-proof net during construction. • Undertake dust control measures such as using dust suppressants. • Using efficient machines with low emission technologies Possible Impacts Proposed Mitigation measures Noise and excessive vibrations • Erect suitable and adequate noise barriers during construction. • Use construction equipment/machinery that meet noise emission and vibration standards. Solid waste generation • Use of an integrated solid waste management system. • Contract a NEMA licensed waste management firm for disposal. Increased demand for water and energy • Harvest rainwater and use water from the borehole at Mashiara Park to supplement water from NCWSC mains. • Install water efficient appliances • Consider integrating renewable energy sources like solar for lighting and heating. Occupational health and safety • Ensure proper training and supervision for workers on occupational health and safety. • Require all construction workers to wear appropriate PPE, • Establish fire safety procedures (fire extinguishers, emergency exits, etc.) • Provide first aid kits at strategic places on the site, Traffic management • Establish designated construction site entrance and exit for construction traffic. • Install proper signage (warnings, detours, speed limits within and around the site. • Ferry building materials during off-peak hours. Gender-Based Violence; Sexual Exploitation & Abuse and Sexual Harassment • Mandatory awareness creation for workers on required lawful conduct in Loresho community and legal consequences for failure to comply with laws. • Mandatory signing and implementation of code of conduct for the workers. Cultural heritage • Prioritizing the preservation of the Mugumo trees and as many other existing indigenous trees as possible. • Implement Chance Finds Procedures. Emergency preparedness and evacuation procedures • Design suitable documented emergency preparedness and evacuation procedures to be used during any emergency.
