IN EXERCISE of the powers conferred by section 44 (3) of the Wildlife Conservation and Management Act, the Cabinet Secretary for Tourism and Wildlife publishes the Plan set out in the Schedule hereto. SCHEDULE Ewaso Enclave Conservancy Management Plan 2025–2035 (hereinafter referred to as “the Plan”) defines the goals, objectives, and actions that Ewaso Enclave Conservancy (hereinafter referred to as “the Conservancy”) has designed to address wildlife conservation, rangeland management, tourism development, community engagement, and the Conservancy’s operations and security. The Conservancy’s vision, zonation scheme, management programmes and plan implementation strategy are presented in the following sections. 1. Vision The Ewaso Enclave Conservancy strives to achieve its vision of being: A center of excellence in sustainable wildlife, ecosystem and tourism hub in Laikipia. 2. Land Uses and Zones The Conservancy's primary land uses are wildlife conservation, tourism development and livestock production. The plan outlines a zonation scheme to guide land use within the conservancy. The scheme comprises three zones: Main Conservation Area Zone, Proposed Sanctuary Zone, and Tourism Facilities and Development Zone. 3. Management Programmes The Plan comprises four management programmes that address the key issues affecting the Conservancy. These programmes are summarised in the following sections. 16th October, 2025 THE KENYA GAZETTE 3.1 Wildlife Conservation and Rangeland Management Programme The purpose of the Wildlife Conservation and Rangeland Management Programme is to sustainably conserve and maintain healthy, diverse wildlife and natural habitats that supports a balanced ecosystem. The programme seeks to achieve this purpose through implementation of management objectives that focus on: strengthening wildlife habitat management to enhance species performance, improving management of other habitats and climatic variables, and promoting the reduction of human activities that may exert pressure on the habitat. 3.2 Tourism Development and Management Programme The goal of the Tourism Development and Management Programme is to develop Ewaso Enclave Conservancy as a preferred tourism destination within Laikipia North Sub-County. This will be accomplished through the implementation of management objectives that focus on: identifying and promoting tourism products, developing tourism infrastructure and associated amenities, and developing a tourism strategy. 3.3 Community Outreach and Engagement Programme The Community Outreach and Engagement Programme endeavours to undertake conservation education awareness, and livelihood support initiatives to empower local communities. The programme’s key management objectives focus on: promoting social projects, enhancing conservation education and awareness, and improving community opportunities and benefit sharing. 3.4 Operations and Security Programme The overall goal of the Operations and Security Programme is to strengthen the Conservancy administrative and management systems for effective natural resource management. The programme seeks to achieve this purpose through the implementation of a series of objectives that prioritize: enhancing staff welfare and motivation by maintaining a skilled workforce; maintaining sufficient and efficient equipment and infrastructure; attaining financial sustainability; developing Standard Operating Procedures for main conservancy operations; identifying and recruiting essential staff; embracing technology in management and security operations; ensuring that the conservancy management is working with other stakeholders; enhancing security of visitors and wildlife; and establishing institutional collaborative partnerships. 4. Plan Implementation, Monitoring and Evaluation A monitoring framework has been developed to guide the assessment of the plan’s implementation over its 10-year life cycle. The framework outlines the desired positive impacts of the programme objectives, as well as any potential negative impacts that may arise. The framework further provides clearly defined, measurable and quantifiable indicators for assessing these impacts, along with potential sources of the required information.
