RESTORATION
IN EXERCISE of the powers conferred by section 44 (3) of the
Wildlife Conservation and Management Act, the Cabinet Secretary for
Tourism and Wildlife gazettes the Plan in the Schedule hereto—
SCHEDULE
Mugie Conservancy Management Plan 2025-2034 (hereinafter
referred to as “the Plan”) defines the purpose, objectives, and actions
that Mugie Conservancy (hereinafter referred to as “the Conservancy”)
has designed to address wildlife conservation, commercial
sustainability, security, operations, and the cultural and social impacts
in the area.
The Conservancy’s vision, zonation scheme, management
programmes and plan implementation strategy are summarized in the
following sections.
1. Vision
The vision of Mugie Conservancy is that:
‘Mugie is a hub in northern Kenya for the development and
sharing of best practices in ecologically and culturally sensitive
landscape connectivity, rangeland management, conservation, rural
development and sustainable local economies.’
2. Land Uses and Zones
The zonation scheme provides a framework for land use planning
within Mugie Conservancy and guides future development, whilst
protecting and enhancing the exceptional resource values of the area.
The Conservancy’s zoning comprises eight (8) zones:
• Zone 1: Low Impact Tourism and Regenerative Livestock
Management Zone
• Zone 2: Tourism Infrastructure Zone
• Zone 3: Vegetation Regeneration Zone
• Zone 4: Wildlife Rehabilitation Zone
• Zone 5: Operations Management Zone
• Zone 6: Louniek Wildlife Corridor
• Zone 7: Zone of Influence
• Zone 8: Public Rights of Way
3. Management Programmes
The Plan comprises five (5) management programmes; Ecological
Integrity, Commercial Sustainability, Cultural and Social Impact
Management, Security, and Operations Management. These
programmes are summarised in the following sections.
3.1 Ecological Integrity Management Programme
The purpose of the Ecological Integrity Management Programme
is to Protect, preserve, rehabilitate, reintroduce and sustainably
manage the natural systems, habitats and species on Mugie, and to a
lesser extent the surrounding areas, in order to safeguard Mugie’s
exceptional values for this and future generations. The Conservancy
aims at guaranteeing connectivity between the Rift Valley and
Laikipia Highland ecosystems; and host healthy populations of the full
range of wildlife and plant species native to its African Olive Forest,
Savannah, and Wetland Mosaic habitat. This will be accomplished
through the implementation of management objectives that focus on:
protecting and enhancing critical habitats and ecological functions,
strengthening wildlife species conservation, rehabilitation and
reintroduction management, and ensuring key data to support the
development and implementation of Ecological Integrity projects is
generated and exploited.
3.2 Commercial Sustainability Management Programme
The Commercial Sustainability Management Programme aims at
increasing Mugie’s resilience against financial and economic strains
and strengthening its ability to continue conserving the values of
Mugie, regardless of unforeseen shocks. The programme seeks to
achieve this purpose through the implementation of objectives that
prioritize implementing commercial programs and financial activities
that contribute to the financial sustainability of the conservancy,
ensuring Mugie is a recognised and desirably exclusive tourism brand,
and ensuring commercially and environmentally sustainable keystone
economic services are benefiting Mugie and local economies.
3.3 Cultural and Social Impact Management Programme
The purpose of the Cultural and Social Impact Management
Programme is to invest communities around Mugie in the protection
and sustainable management of the natural resources, processes and
the ecological integrity of the habitats, environment and positive
behaviours on which they and Mugie survive; and, to demonstrate the
benefits that conservation brings locally, nationally and
internationally. The programme aims to: strengthen and celebrate
cultural traditions, heritage, and behaviours that promote peace, the
environment and societal wellbeing; ensure that the outside benefits
that Mugie provides are enhanced, understood and appreciated locally
and nationally; and ensure that surrounding communities are
successfully managing and benefiting from the protection,
rehabilitation and restoration of key natural processes and resources.
3.4 Security Management Programme
The overall goal of the Security Management Programme is to
provide effective protection to Mugie’s values, assets and people;
deterrence from common threats in the landscape; support to the
national and local authorities in their provision of security in the area,
and more specifically the protection of wildlife, staff, visitors and
neighbours of Mugie. To achieve this goal, three management
objectives have been developed. They focus on: providing security to
Mugie staff, visitors, assets and values, enhancing the discipline,
training, organisation of the Mugie security personnel, and ensuring
best practices of intelligence led and technologically supported anti-
poaching operations.
3.5 Operations Management Programme
The Operations Management Programme aims to ensure the
efficient and effective execution of conservancy management activities
and identify opportunities for continuous improvement and the
development of mutually beneficial partnerships.
4. Plan Implementation, Monitoring, and Evaluation
The implementation of Mugie Conservancy Management Plan
2025-2034 is guided by three-year action plans, budget/financial
projections as well as a monitoring and evaluation framework for each
of the management programmes.
The Plan is deposited at the offices of the Director General, Kenya
Wildlife Service along Langata Road, and the Manager, Mugie
