APPOINTMENT


the following report to the County Assembly of Murang’a. 2.0 Execution of Board Mandate For the period ended 31st December, 2024, the Board in accordance with its mandate and powers undertook the following: 1. Establishing and abolishing offices in the County Public Service and appoint persons to hold or act in offices of the County Public Service including in the Boards of Cities and Urban Areas within the county and to confirm appointments. In pursuit of this mandate, the Board approved: (a) 339 promotions as indicated in the table below:- (b) In addition, the Board approved re-designations of fourty-four (44) officers as per the table below; Details of the promotions and redesignations are set out under Appendix I and Appendix II. (c) The Board also recruited and appointed officers to fill various vacant positions as indicated in the table below; Details of the appointed officers are set out in Appendix III. (d) However, by the close of business, the Board had not finalised the recruitment to fill the underlisted positions;. 1. Principal Physical Planner, Job Group ‘N’ – One Post (1) 2. Senior Superintending Engineer II (Civil/Structural), Job Group ‘N’– 2 Positions 3. Assistant Director, Valuation, Job Group P – 1 Position 4. Director, Internal Audit, Job Group ‘R’ – One (1) Post 5. Senior Superintendent Enforcement Officer, Job Group ‘N’ – One Post (1) 2. Exercise disciplinary control over, and remove, persons holding or acting in those offices as provided for under this part; In 2023, 29 disciplinary cases were escalated to the Board for the period in question and In pursuit of this mandate, the Board took appropriate action in all the cases. 3. Promotion of the values and principles referred to in Articles 10 and 232 in the County Public Service and evaluation and reporting to the County Assembly the extent to which the values and principles referred to in Articles 10 and 232 are complied within the County Public Service; The Board has prepared a separate report on this. 4. Advise the County Government on human resource management and development; In the pursuit of this mandate: - • The Board was instrumental in the development of the 2023/2024 Human Resource budget that was subsequently approved by the County Assembly. 5. To advise the County Government on implementation and monitoring of the national performance management system in the county; In pursuit of this mandate, the board has: - • On a continuous basis, the Board has monitored implementation of the performance appraisal system through the offices of CECM Public Service and Administration, County Secretary and Director Human Resource Management. 6. Make recommendations to the Salaries and Remuneration Commission, on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees; • In pursuit of this mandate, the Board has continuously consulted with SRC as regards this mandate more so on matters relating to remuneration of staff in county public service. 3.0 Conclusion The Board will continue engaging all stakeholders in line with the requirements of the Constitution and County Governments Act as it pursues achievement of its mandate.
