ESTABLISHMENT
Pursuant to Article 159 (2) of the Constitution, and in exercise of
the powers conferred by section 5 (2) of the Judicial Service Act,
together with the Judiciary’s strategy to institutionalize Mediation
nationwide, the Chief Justice appoints the following persons to serve
21st November, 2025 THE KENYA GAZETTE
for a period of five (5) years as members of the Steering Committee on
Mediation:
1. Chairperson of the Committee – Hon. Mr. Justice Aggrey
Otsyula Muchelule.
2. Mediation Accreditation Committee (MAC) Chairperson –
Hon. Mr. Justice George Vincent Odunga.
3. Nominee of the Mediation Accreditation Committee (Ethics)–
Mr. John Ohaga, SC, FCIArb.
4. Representative of the Employment and Labour Relations Court
– Hon. Lady Justice Jemima Wanza Keli.
5. Representative of Environment and Land Court – Hon. Justice
Munyao Sila.
6. Representative of the High Court – Hon. Lady Justice Caroline
Kendagor.
7. Registrar Magistrates Court - Hon. Caroline Kabucho.
8. Representative of the Office of the Attorney General – Mr.
Charles Mutinda.
9. Law Society of Kenya Representative – Mr. Paul Wanga
10. Law Society of Kenya Representative– Ms. Josephine
Oyombe.
11. Federation of Women Lawyers (Kenya) Representative – Ms.

The Terms of Reference of the committee are as follows:
(a) Provide strategic leadership, coordination, and oversight for
implementing and institutionalizing mediation as a dispute
resolution mechanism nationwide.
(b) Oversee the establishment of Mediation Registries in all the
court stations in the country.
(c) Set up Regional Mediation Committees to develop peer review
systems and integrate mediation best practices at the regional
level.
(d) Develop and implement a comprehensive Mediation Action
Plan, including financing strategy and monitoring and
evaluation framework.
(e) Provide strategic guidance on developing and reviewing policy,
legal, and institutional frameworks to strengthen mediation
uptake.
(f) Design, standardize, and oversee implementation of
comprehensive training, capacity building, and mentorship
programmes for mediators in consultation with the Mediation
Accreditation Committee.
(g) Identify training needs and coordinate capacity-building
programmes for Judges, Judicial Officers, and Judiciary staff in
collaboration with the Kenya Judiciary Academy.
(h) Facilitate stakeholder engagement and public outreach to
promote mediation as a preferred alternative dispute resolution
mechanism.
(i) Recommend modalities for transitioning the Court Annexed
Mediation Secretariat into a fully-fledged administrative office
within the Judiciary to enhance support for the committee,
courts, and implementing units in delivering their mandate.
(j) Prepare and submit periodic reports and recommendations to
the Chief Justice.
(k) Co-opt members to respective sub-committees as necessary to
fulfil the Committee's mandate and operational requirements.
(l) Undertake any other duties assigned by the Chief Justice from
time to time that are incidental to the Committee’s mandate.
This appointment takes effect from the 24th day of November,
2025, and
