THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT

(No. 8 of 1999)

PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, Festus Mwaniki Lonzi, proposes to develop a 10No storey(Ground floor parking spaces, 180 No. one bedroom and 40No. bedsitters units) totaling to 220 residential units, overhead and underground water storage facility, power and a stand-by generator, associated facilities and amenities in Embakasi East, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures Possible Impacts Mitigation Measures Soil erosion • Control earthworks; install drainage structures properly, ensure management of excavations activities. Air pollution • Stockpiles of earth should be sprayed with water or covered during the dry seasons. • Provide dust masks for the personnel in dust generation areas; Sensitize construction workers on pollutions control measures. Noise pollution • Sensitize workforce including drivers of construction vehicles; Install sound barriers for pile driving activity. • Install portable barriers to shield compressors and other small stationary equipment where necessary. • Display signs to indicate construction activities. • Maintain all equipment, Workers in the vicinity of high level noise to wear safety protective gear. Exhaust emissions • Vehicles idling time to be minimized; Equipment shall be properly serviced and maintained. Increased water use • Installation of motion sensing taps to automatically switch off ;Rainwater harvesting to be done; Avail storage tanks. Waste management • Garbage shall be disposed periodically; Contract a NEMA licensed waste handler. Public health and occupational safety • Ensure proper solid waste disposal and collection facilities. • Ensure dustbin cubicles are protected from animals. • Provide safety gears for all personnel. • Proper treatment of waste waters. Emission of greenhouse gas • Installation of Solar PV system to supplement KPL supply. • Implantation of energy efficiency mechanism to reduce energy consumption. • Undertaking annual energy audits to monitor progress for efficiency. Climate change risksand vulnerability • Water management. • Invest in water management strategies like rainwater harvesting. • Efficient water use practices to mitigate water scarcity during dry periods and reduce floods risks during heavy rainfall events. • Infrastructure Designs. • Incorporate resilient features to withstand extreme weather like flooding storms and high temperatures. • Energy Efficiency. • Implement technologies and practice to reduce greenhouse gas emissions and dependency on fossils fuels. 20th June, 2025 THE KENYA GAZETTE Possible Impacts Mitigation Measures Traffic disruption • Plan transportation of materials so as to reduce on the number of trips or the number of vehicles on the access roads. • Employment of flagmen to ensure public safety. • Signage’s to alert drivers to be cautious. Fire risks • Install fire alarm with smoke sensors. • Have standby fire extinguishers at the site. • Declare places with flammable materials as “NO SMOKING ZONES” and display Conspicuous notices of the same.
