PURSUANT to section 59 of the Environmental Management and Co-ordination Act, 1999, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project. The proponent, D & G Apartments Limited, proposes to construct an Eight Storey Furnished Hotel Apartment Development of 233No.units which will comprise; Basement 1 and 2 (148No.parking space, switch room, underground water tank for treated water), ground floor (Restaurant, conference rooms, kitchen, reception, ICT and GSM Room), typical 1st–8th floor consisting of (79No.studio, 154No. One bedroom units), swimming pool, gym, lobby and other associated facilities on plot L.R. No. Nairobi/Block 165/1298 and 1299, Mombasa Road for D and G Airport Apartments Limited, Old Mombasa Road, Nairobi City County. The following are the anticipated impacts and proposed mitigation measures: Impacts Proposed mitigation measures Soil erosion • Develop a Top-soil Management Plan (TMP) and ensure its implementation. • Terracing and levelling the project site to reduce run-off velocity and increase infiltration of rainwater into the soil. • Soils excavated should be used for re- filling and should not be left exposed to wind or water for long periods. • Prepare a restoration scheme to guide re vegetation of areas cleared during construction. Loss of vegetation • Only area earmarked for development should be cleared. 7th March, 2025 THE KENYA GAZETTE Impacts Proposed mitigation measures • Plant trees, shrubs and flowers on remaining open spaces. Changes in hydrology/ impended drainage/deep excavations • Proper Installation of drainage structures. • Install cascades to break the impact of water flowing in the drains. • Ensure efficiency of drainage structures through proper design and maintenance. • Provide gratings to the drainage channels. • A geotechnical survey shall be conducted and the recommendations thereof followed. There shall be no blasting during excavation. • A methodology for excavation has been generated as required by NCA. Air pollution • Regular sprinkling of water on dry and dusty surfaces such as access roads. • Onsite dirt piles or other stockpiled material should be covered to reduce wind-blown dust emissions. • Enforce onsite speed limit regulations for construction vehicles along access routes. • All construction machinery should be regularly and promptly maintained and serviced in accordance with the manufacturer’s specifications. • Regularly monitor air quality levels to ensure compliance with the Environmental Management and Coordination (Air Quality) Regulations, 2014. Noise pollution • Sensitize drivers of construction vehicles and machinery operators to switch off engines or machinery that are not being used. • Activities with the greatest potential to generate noise and vibration should be planned in consultation with the neighboring community. • Use noise control devices to minimize noise levels. • The contractor should comply with the Environmental Management and Coordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009. Public health, occupational health and safety • Train staff/workers on occupational health and safety. • Provide full protective gear & workmen’s compensation cover in addition to the right tools and operational instructions and manuals during construction. • Design of sewerage system should be as provided in the plans and should be constructed to approved size and design, standard and of approved materials. • Ensure use of standard construction materials and to the specifications. Avoid undesirable, substandard, hazardous or unauthorized materials during construction and maintenance. • Sensitized staff on social/health issues such as drugs. Impacts Proposed mitigation measures Road traffic disruption • Minimize haulage and transportation of construction materials during peak hours. • Flagmen/traffic marshals should be deployed at strategic points to control traffic. • Construction workers and traffic marshals should be provided with reflector jackets among other PPEs to avoid accidents. • Proper signage and warnings should be placed at appropriate places along the site road. • Work closely with the area traffic police to ensure that any incidents at the diversions are quickly cleared for continuous flow of traffic. Insecurity and social impacts • Provision of security guards, CCTV cameras, security lights and other security apparatus during the entire project cycle. • Construction work timings shall only in line with the NEMA licensing conditions. Increased water usage • An alternative water source shall be provided. The proponent shall drill a borehole at the proposed site. • Management of water usage. Avoid unnecessary wastage. • Recycling of water at the construction phase where possible. • Make use of roof catchments to provide water i.e. for general purpose. Increased generation of waste • Use of an Integrated Solid Waste Management System (ISWMS); through a hierarchy of options including source reduction, recycling, composting and reuse. • Choose building materials that are least polluting and environmentally sustainable. • Engage the services of a NEMA licensed waste handler to collect and transport waste to designated disposal sites. • Develop a comprehensive waste management plan for the construction period and ensure its implementation. • Manage all waste in line with the requirements of the Environmental Management and Coordination (Waste Management) Regulations, 2006.
