THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
APPROVAL
PURSUANT to section 59 of the Environmental Management and
Co-ordination Act, 1999, the National Environment Management
Authority (NEMA) has received an Environmental Impact Assessment
Study Report for the above proposed project.
The proponent, Deep Blue Manufacturing Company Limited
proposes to set up a soap raw material production plant which will
involve direct reaction of silica sand (SiO2) with caustic soda (NaOH)
solution under high temperature and pressure processes. The project
will involve construction of ground floor (8No.unloading bay each
measuring 300m3, 2No. maintenance areas for stirrers, equipment
handling area, filtro press area, hold area, laboratory, electric cabinet
room, control room, drain channel and underground pit) and first floor
facility (filtro press area, laboratory, electrical cabinet room and area
for future installation), administration block, boiler shed, store and
workshop, power and generator room, associated amenities and
facilities. The proposed project will be located on Plot L.R. No.
MV/IV/147 (Sub-Division No.161) Kikambala, Kilifi County.
The following are the anticipated impacts and proposed mitigation
measures:

raw materials
• Source raw materials from licensed sites.
• Procure materials based on the Bill of Quantities.
• Re-use construction materials which can be
salvaged.
Loss of
biodiversity
• Obtain permit from Kenya Forest Services(KFS)
to fell trees at the site.
• Retain mature trees where practical.
• Landscape after completion of project to
compensate on the loss.
Occupational
safety and
health risks
• Register the site as a workplace with Directorate
of Occupational Safety and Health Services
(DOSHS).
• Obtain insurance cover for the workers at the site.
• Provide adequate Personal Protective Equipment
and enforce on their use.

Impacts Mitigation Measures
• Provide well stocked first aid kit and trained
personnel.
• Sensitize employees to adhere to work procedures
to minimize accidents.
• Regulate entry to the construction site by
deploying adequate security measures.
• Display signage warning of potential hazards at
various sections of the plant.
• Provide and keep an accident/incident register.
• Develop and implement a fire and emergency
response plan.
• Install adequate firefighting equipment and ensure
regular servicing.
• Designate a fire assembly point within the plant.
• Conduct annual risk assessment audits and
implement measures.
• Comply with the Occupational Safety and Health
Act, 2007.
Exposure to
thermal heat • Installation should consider proper ventilation of
the area.
• Provide adequate and appropriate Personal
Protective Equipment to workers and enforce on
their use.
• Implement shorter shifts to workers at the reactor.
Air pollution • Sprinkle water at all active excavation areas to
suppress dust.
• Install dust screens and dust arresters around the
project site during construction.
• Ensure machinery and equipment are regularly
serviced and maintained.
• Undertake quarterly air quality monitoring in
collaboration with a NEMA designated
laboratory.
• Comply with Environmental Management and
Co-ordination (Air Quality) Regulations, 2014.
Noise and
excessive
vibration
• Provide adequate and appropriate Personal
Protective Equipment to workers and enforce on
their use.
• Undertake quarterly noise level monitoring in
collaboration with a NEMA designated
laboratory.
• Comply with the Environmental Management and
Co-ordination (Noise and Excessive Vibration
Pollution) (Control) Regulations, 2009.
Water demand
and effluent
generation
• Sensitize workers on the need to conserve
available water resources.
• Apply for water abstraction permit from Water
Resource Authority (WRA).
• Record and monitor the amount of water being
abstracted from the borehole.
• Install a bio-digester to manage domestic
wastewater flows.
• Monitor the quality of effluent discharged from
the collection tank and the proposed bio-digester
to ascertain compliance.
• Apply for and obtain an Effluent Discharge
License from NEMA.
• Comply with the Environmental Management and
Co-ordination (Water Quality) Regulations, 2006.

Solid waste
generation
and
management
• Strategically place adequate waste collection bins
with a capacity for segregation.
• Sensitize workers on integrated waste
management.
• Sell off the press filter by-product to construction
and other manufacturing companies.
• Contract a NEMA licensed waste handler to
dispose off solid waste.
• Comply with the Environmental Management and
Co-ordination (Waste Management) Regulations,
2006.
Increased
energy
demand
• Undertake energy audits at least once every three
(3) years.
• Sensitize workers on energy conservation
measures.
• Keep records and analyze power bills to inform
conservation measures
• Harness solar energy to supplement the national
grid.
• Ensure regular servicing of machinery and
equipment.
Increased
traffic
• Provide adequate parking areas within the plant.
• Obtain approval from Kenya National Highway
Authority (KENHA) to create deaccelerating and
accelerating lane to Comply with the Traffic Act,
2016.
