IT IS notified for general information that following the sanctioning of the Safari Rally as a World Rally Championship (WRC) Event by the International Motorsport Federation (FIA) to be held in Kenya in 2024, 2025 and 2026, the Cabinet Secretary, Ministry of Youth Affairs, Creative Economy and Sports, establishes and appoints members of the Project Oversight Team (POT) for the WRC Safari Rally Project (hereinafter referred to as the Project) consisting of— Cabinet Secretary, Ministry of Youth Affairs, Creative Economy and Sports — Chairperson; and Principal Secretary, State Department of Sports — Vice- Chairperson. Members: Principal Secretary, State Department of Tourism; Representative, Kenya Motor Sports Federation; Paul Russo —Chief Executive Officer, Kenya Commercial Bank (KCB) Group; Caroline Gatimu; Safina Khan; Isaac Kipkemboi Melly; Maurice Chetambe; Charles Gacheru, Chief Executive Officer of the WRC Safari Rally Project; and Secretary to the Oversight Team. The functions of the Oversight Team shall be to offer policy guidance and to oversight the Project. Tenure The Tenure for the Oversight Team shall be for a period of three (3) years, effective the 2nd January, 2024. Secretariat (a) The Cabinet Secretary shall constitute the Secretariat for the Project; (b) The Secretariat shall consist of Heads of Departments, the Technical Team, and other requisite staff for the successful implementation of the Project; (c) The Secretariat shall be under the general leadership of the Chief Executive Officer (CEO); and (d) The Secretariat shall be domiciled at any government owned or leased facility for logistical and technical operations. The role of the Secretariat shall be to— (a) Co-ordinate and supervise the day-to-day operations of the Project; (b) Prepare work plans and budgets for the Project; (c) Co-ordinate and implement event workplans and budgets as approved by the Oversight Team; (d) Provide timely briefs to the Oversight Team on the implementation of the approved workplans and general execution of the Project; (e) Ensure prudent management of all funds and resources as allocated; (f) Prepare and submit reports to the Oversight Team upon the conclusion of each event; (g) Communicate with FIA, the WRC Promoter and other partners in consultation and with express authority of the Chairperson of the Oversight Team; and (h) Perform such other function as may be assigned from time to time by the Oversight Team. Funding (a) The activities of the Project shall be funded through the regular Government Budget on grant basis. (b) The Project may also receive grants from well-wishers and sponsors to finance any of its planned activities. (c) In the performance of its functions, the Project shall, with the approval of the Cabinet Secretary open and operate a bank account at the National Bank of Kenya, Harambee Avenue and Kenya Commercial Bank (KCB), Moi Avenue.
