IT IS notified for general information of the public that following the Presidential pronouncement on the 12th December, 2022, of Government plans to revitalise Sports and the Creative Economy through the revolutionary Talanta Hela initiative, the Cabinet Secretary, Ministry of Youth Affairs, the Arts and Sports has established Talanta Hela Council and its Technical Committees for Sports and the Creatives, respectively, comprising the following: A. The Council Cabinet Secretary for Youth Affairs, the Arts and Sports — Chairperson 1. Members: Principal Secretary, State Department of Sports Principal Secretary, State Department of Youth Affairs and the Arts; Principal Secretary, State Department of Basic Education; Kizito Wangalwa, Representative, Council of Governors; David Langat Debra Mallowah Abraham Kipyego Mutai Charles Gacheru Claudia Naisabwa Leshomoo Nobert Ouma June Chepkemei Dennis Itumbi 2. The term of the Council is a period of three (3) years. 3. The Terms of Reference for the Council shall be to— (a) provide the vision and overall policy direction for the Talanta Hela Initiative; (b) ensure commitment to Talanta Hela at the highest level of Government; (c) review the progress and address challenges of Talanta Hela; and (d) approve the necessary policy, legislative, budgetary, regulatory and institutional frameworks for the successful implementation of the Talanta Hela Initiative. B. Sports Technical Committee Carol Radul — Chairperson 1. Members: Boniface Ambani Julius Kiplagat Yego Neddy Kutsuru Alfred Makotsi Sammy Tiyoi Shollei Collins Kale Kevin Mutai Shilovelo Winna Shilavula Daniel Nakeor Losiru Staicy Shariffa Ochieng’ 2. The term of the Sports Technical Committee is a period of three (3) years. 3. The Terms of Reference for the Sports Technical Committee shall be to— (a) consider and propose legislative and policy measures for the growth of sports; (b) support the Kenya Academy of Sports (KAS) in running a nationwide program for identifying, developing and marketing Kenya’s best sporting and creative talent from across all 47 counties; (c) deploy the digital space in talent search, identification, nurturing and exposure; (d) establish a robust framework to monetize sports, expand employment opportunities and grow the economy; (e) manage the annual bottom-up football tournament for grassroot teams from all 47 Counties, with finals held during Jamhuri Day Celebrations in December; (f) aid the process of Kenya bidding to host top regional, continental and global sporting events; (g) support programs and efforts aimed at getting the Harambee Stars to qualify for the 2030 FIFA World Cup and the Harambee Starlets to participate at the 2027 FIFA Women World Cup as well the 2028 CAF Women Africa Cup of Nations; (h) institute measures aimed at improving Kenya’s medals haul at the 2024 and 2028 Olympic Games; (i) adopt and implement measures for raising the level of Kenyan football, including returning fans to stadia, attracting beneficial corporate partnerships, and improving governance of the sport; (j) advice on the masterplan for upgrading sporting facilities and infrastructure countrywide to international standards; (k) develop a framework to establish Kenya as a destination of choice for sports tourism under the Ministry’s flagship #SportSafari initiative. C. Creatives Technical Committee Daniel Ndambuki — Chairperson 1. Members: Akinyi Odongo Jimmi Gathu Catherine Kamau Esther Akoth Kizito Makhande Azziad Nasenya Rosemary Wahu Kagwi Awadhi Salim Awadhi Douglas Kipkirui Mutai Susan Ekasiba 2. The term of the Creatives Technical Committee is a period of three (3) years. 10th February, 2023 THE KENYA GAZETTE 3. The Terms of Reference for the Creatives Technical Committee shall be to— (a) propose reliable systems for the seamless and accountable collection and distribution of royalties to all creatives; (b) propose implementation frameworks for the National Creatives Economy Plan; (c) manage the National Creatives Awards (Kenyan Grammys); (d) deploy the digital space in talent search, identification, nurturing and exposure; (e) establish a robust framework to monetize the creatives sector to expand employment opportunities and support Kenya’s economic growth; (f) advice on the Masterplan for upgrading arts facilities and infrastructure countrywide to international standards; (g) develop a framework to anchor and promote Kenya as a top film making destination; and (h) consider and propose legislative and policy measures for the growth of the Creative Economy. 4. The Council and its Technical Committees shall undertake any other task as may from time to time be assigned by the Cabinet Secretary aimed at the renaissance of Kenyan sports and the Creative Economy. 5. In the performance of its mandate, the Council, as the need arises, may co-opt not more than two other members to advise or help on any area that the Council may deem necessary. 6. The Council and its Technical Committees shall prepare the Implementation Framework within Twenty-one (21) days from the date of appointment. The Secretariat 7. The Cabinet Secretary shall constitute a Secretariat that will include a Head of Secretariat, Coaches and other relevant technical experts. The Secretariat shall— (a) manage and service the day-to-day operations of the Council and its Committees, including human resource, finances and procurement; (b) conduct research for purposes of the Talanta Hela Initiative; (c) prepare the Council’s reports; (d) develop framework to establish a sports library which will document and archive Kenya’s sports history; (e) handle protocol and public relations; and (f) perform such other duties as may be assigned from time to time by the Council in the exercise of its mandate.
