THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
REGULATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, Moses Mutethia Gerald T/A /vloreflow Enterprises
is proposing to establish and operate an asbestos disposal site on a
section of land situated on plot Nos. 1678 and 1679 (Original No.
1108) at Gandini in Kwale County for the activity. The following are
the anticipated impacts and proposed mitigation measures.

manner that does not compromise the

workforce/occupiers/visitors and enforce
their use.
• Use wire fencing for the entire site.
• Engage security personnel to restrict
access.
• Install warning notices stating "Asbestos
hazard area, keep out". The signs, with
lettering of minimum 150mm in height,
shall be placed so that they are clearly
visible.
• All transportation vessels, re-useable
containers or any other similar article
which have been in contact with asbestos
waste shall be cleaned at the disposal site.
Soil and water
• Construct water proof pits with 130mm
contamination
thick concrete lining/wall and a base of
similar thickness.
• Wrap asbestos waste with a 500 gauge
double wrapped plastic sheet with every
seam sealed with a tape and covered
before disposal.
• Burry asbestos waste at least one meter
below the ground level.
• Dig disposal pit at least one meter above
the water table.

The National Environment Management Authority invites
members of the public to submit oral or written comments within
thirty (30) days from the date of publication of this notice to the
Director-General, NEMA, to assist the Authority in the decision
making process regarding this project.
