THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
RESTORATION
PURSUANT to regulation 21 of the Environment Management
and Co-ordination (Impact assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an environmental impact assessment study report for the
above proposed project.
The proponent Bamburi Cement Limited proposes to set up a
cement/ clinker production plant and limestone quarry at its parcel of
land located in Magandia-Ngombeni near Calcium Quarry in South
Coast part of Kwale County.
The following are the anticipated impacts and proposed mitigation
measures:
Possible Impact Mitigation Measures
Terrestrial • Minimizing clearing/disruption of vegetation with
biodiversity biodiversity importance.

animals
• Implement an excessive Noise management
programme to workers.
• Carry out periodic medical examination to
workers and adjacent locals.
• Monitor and record noise performance through
Annual Audits.
Air pollution • Install Smoke detectors and periodic Air quality
(dust, fuel analyzers within /around.
emissions)
• Transport machinery should be well maintained
• Use tarpaulin covers for moving load and cover
Stockpiles/under roof.
• Observe Speed limits for vehicles and Wetting of
work areas, road sections.
• Provision of dust masks, goggles for use for
workers in dusty conditions.
• Adhere to WHO and EMCA Ambient Air Quality
minimum parameters.
Water pollution • Mine Quarry located safe distance from
Community Waters sources.
• The depth of the mines should be controlled as
per limits described.
• EIA for new borehole tolerant of existing shallow
wells.
• Periodic Water Quality Monitoring.
Management of • A NEMA certified Contractor must dispose solid
Solid waste wastes to licensed site.
• Segregation of waste at source must be practiced.
• Re-use, reduce, recycle and re-think on waste
management.
• Continuously engage Biodiversity and Ecological
Restoration Expert.
• Undertake selective -Phase by Phase clearance of
existing biofuel plantation to create space for
Limestone Mine and Clinker Plant development.
• Create buffer zone (Quarry vs Environs) using
biofuel producing trees.
• Tree seedling Strategy- to propagate fast
growing/tolerant seeds/seedling.
• Minimizing clearing and disruption to riparian
vegetation.
• Consult, Mining Department, Maritime and
Fisheries before any blasting.
• Maintain 200m buffer zone to Ocean to control
soil dispersants.
• Minimize or avoid blasting and use of heavy
