THE ENVIRONMENTAL MANAGEMENT AND CO-ORDINATION ACT
(No. 8 of 1999)
RESTORATION
PURSUANT to regulation 21 of the Environmental Management
and Co-ordination (Impact Assessment and Audit) Regulations, 2003,
the National Environment Management Authority (NEMA) has
received an Environmental Impact Assessment Study Report for the
above proposed project.
The proponent, Lake Victoria South Water Works Development
Agency proposes to rehabilitate existing problematic lines in lower
CBD; extension along the bypass highway to connect Nyamasaria
lines better from Kibuye reservoir; and reinforcement of existing lines
in Kadero area. A total of five kilometres of water pipeline will be
layed during the works. With regard to sanitation facilities, the general
scope of works will involve rehabilitation of 11.962km of sewer line
and extension of 20.927km of the line within Kisumu County.
The following are the anticipated impacts and proposed mitigation
measures:

Disruption of services • The contractor shall liaise with Kisumu

Accidents and • The contractor shall prepare construction

• Proper access control shall be enforced to
ensure that no unauthorised persons enters
construction site.
• Material delivery vehicles shall be under
the control of competent personnel. All
persons handling equipment and materials
shall be suitably trained, supervised and
adequately instructed.
• A confined spaces entry program that is
consistent with applicable national
requirements and internationally accepted
standards shall be implemented.
• The contractor to provide a standard first
aid kit at the main office at the contractor's
camp and at all work areas.
• Use of requisite Personal Protective
Equipment (PPE) at all times during
construction works shall be enforced.

Possible Impacts Mitigation Measures
Risks to local • Strict code of conduct shall be established
residents
and enforced for all project drivers
including outside suppliers delivering
materials. The code shall focus on safety,
especially speed, and loading, especially
banning all carriage of staff, workers and
passengers except in seats.
• HIV/AIDS prevention programme
specifically related to the project's
construction phase shall be established and
implemented. The programme shall
include, at a minimum, the identification
of specific risk groups (e.g. bar workers,
truck drivers), specific AIDS awareness
campaigns for these risk groups and
HIV/AIDS tests for identified high risk
groups and the provision of male condoms
to construction workers.
Occupational • All vehicles, trucks, plants and general
accidents from construction machinery shall be

users of presence of a construction site
shall be posted in strategic areas.
• Flagmen will be stationed at road
intercessions to control traffic to and from
the site.
• Water will be regularly sprinkled along the
haul roads to suppress dust.
• Utmost care will be taken to prevent
spillage of materials and spoils from trucks
during transportation.
Dust pollution
• Appropriate speed limits shall be enforced
in all areas within the site boundaries.
• All access roads, haul roads and stockpile
areas shall be sprinkled with water to
suppress dust.
• All vehicles transporting construction
materials shall be covered with tarpaulins
as mitigation against materials being
blown away by wind during transportation.
• Water shall always be sprinkled before
undertaking dusty operations to mitigate
dust pollution.
Noise pollution
• Construction traffic movements shall be
scheduled to normal working hours
(0800H —1700H).
• Stationery equipments such as generators
and compressors shall be fitted with
silencers.
• Construction equipment and machinery
shall be routinely serviced to mitigate
excessive noise.
• Proper maintenance, oiling and greasing of
machines at regular intervals will be done
to reduce generation of noise.
• Periodical monitoring of noise will be
done.
• Use of personal protective
equipments/devices such as ear-muffs, ear
plugs etc. will be strictly enforced for the
workers engaged in high noise areas.
• Periodic maintenance of site equipment
and machinery shall be carried out. Worn
out parts will be replaced and rotating
parts will be lubricated to minimize noise
pollution.
Water supply • Consumers will be given advance warning
disruption
ahead of water disruptions to enable them
store water that can last them for the
period of disruption.
• Kisumu Water and Sanitation Company
(KIWASCO) shall be notified of any
disruptions in writing to enable then
disconnect water services ahead of
excavation works.
• Water services shall be restored within 24
hours

• Solid waste generated shall be segregated
into various waste streams for easy
disposal.
• The contractor shall procure services of a
NEMA registered waste handler to
facilitate sound solid waste management -
throughout construction period.
Traffic impacts
• Signs shall be erected within work areas to
warn motorists of the heavy/construction
vehicles accessing the site.
Possible Impacts Mitigation Measures
• A prevention program that includes
identification of potential hazards, written
operating procedures, training,
maintenance, and accident investigation
procedures shall be developed and
implemented.
• A plan for responding to accidental
releases shall be developed and
implemented.
Water system leaks • It shall be ensured that construction of
and loss of pressure
project infrastructure meets applicable
standards and industry practices.
• Regular inspection and maintenance of
pipelines shall be implemented.
• Leak detection and repair program
(including records of past leaks and
unaccounted for water to identify potential
problem areas) shall be implemented.
• All mains with a history of leaks or with a
greater potential for leaks because of their
location, pressure stresses, and other risk
factors shall be replaced.
Chemical exposure • A training program for operalbrs who
and hazardous work with chlorine and ammonia
atmospheres regarding safe handling practices and
emergency response procedures shall be
implemented.
• Appropriate personal protective equipment
(including, for example, self-contained
breathing apparatus) shall be provided and
training on its proper use and maintenance
carried out.
• Safety showers and eye wash stations shall
be installed near Chlorine and ammonia
equipment and other areas where
hazardous chemicals are stored or used.
• Enclosed processing areas and equipment,
such as pump stations shall be ventilated,
prior to maintenance.
• Eating, smoking, and drinking shall be
prohibited except in designated areas.
Deficiencies in water • The water distribution system shall be
distribution system
constructed, operated and managed in
accordance with applicable national
requirements and internationally accepted
standards.
• Storage facilities shall be regularly
inspected, rehabilitated and replaced when
needed. This shall include draining and
removing sediments, applying rust
proofing, and repairing structures.
• Cross- connections with sewerage systems
shall be avoided.
• Water lines and sewer pressure mains shall
be separated (e.g., at least 10 ft apart or in
separate trenches, with the sewer line at
least 18 inches below the water line).
• Adequate water pressure and flow
throughout the system shall be maintained
by implementing a leak detection and
repair program, reducing residence time in
pipes and maintaining positive residual
pressure of at least 20 pounds per square
inch (psi).
• Monitoring hydraulic parameters, such as
inflows, outflows, and water levels in all
storage tanks, discharge flows and

pressures for pumps, flows and/or pressure
for regulating valves, and pressure at
critical points, and using system modeling
to assess the hydraulic integrity of the
system shall be implemented
De-mobilisation • • The site shall be cleared of all construction
materials, including litter prior to hand
over.
• Fences, barriers and demarcations
associated with the construction phase
shall be removed from the site.
• A meeting shall be held on site between
the Engineer, Environmentalist and the
Contractor to approve all remediation
activities and ensure that the site has been
restored to a condition approved by the
Engineer.
• Rehabilitation activities of Environmental
Cases identified shall continue throughout
the defect liability period
