THE COUNTY GOVERNMENTS ACT
APPOINTMENT
in accordance with the provisions of
section 59 (1) of the County Governments Act which requires the
County Public Service Board to prepare and submit a report on its
operations and activities to the County Assembly at the end of each
financial year. The Report which is the seventh since the inception of
the Board, outlines the performance of the Board on its mandate from
1st July, 2019 to 30th June, 2020.
1. Budget allocations
During the Financial Year 2019/2020, the Board's allocation was
Kshs. 45,071,178 which was 100% recurrent during the supplementary
within the year, a net reduction of Kshs 5,772,134 was effected to the
board's budget under various vote heads.
2. Committees of the Board.
During the year under review the Boards Committees were
reviewed from five to three namely:
(a) Human Resource and Terms of Service.
(b) Administration, Finance and Public Relations.
(c) Audit, Legal and Compliance.
(d) In addition, ADHOC committees were formed to deal with
specific issues as and when they arise.

3.3 Values and Principles of Public Service.
In order to comply with values and principles the board ensured
that:
1. Observance of fair competition in appointment and promotions
2. Human Dignity, Equality, Social justice. Inclusiveness,
Equality, Human rights, on-discrimination and Protection of the
Marginalized
3. Sharing and Devolution of Powers by Delegating of functions.
4. Good Governance, Integrity, Transparency and Accountability.
In performance of its function, the board experienced the following
challenges:
(a) Inadequate resources,
(b) The emergence of Covid 19 pandemic,
(c) Inadequate funding/Low budgetary allocation hindering
optimal performance of various functions,
(d) Agitations from unions,
(e) Usurpation of the powers of the board,

(g) Low ICT network coverage in the county leading to limited
access to information including application of jobs,
(h) Inadequate office space.
None adheres to County Public Service Board advisories,
recommendations and delegated functions hence non-compliance.
In order to enhance service delivery to the public, the board plans to
ensure the implementation of Performance management framework
and cascade it to all staff in the public service. Further the board
intends to undertake a customer survey to ascertain the effectiveness
and efficiency of service delivery within the county. Capacity building
of staff in various areas cannot be overemphasized. The board also
recommends the use of an Integrated Human Resource Management
System for effective management of its human resource function.
