pursuant to section 57 of the County Governments Act, 2012. The current Board was inaugurated on the 20th April, 2020 at the Governor's County Residence in Kapenguria. 5th February, 2021 THE KENYA GAZETTE 457 1.1 Overview of West Pokot County Public Service Board Achievements In submitting this report, the Board recognises its primary obligation to promote the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya, 2010. The report will highlight on the achievements realised, the challenges and recommendations on how best they can be addressed. The report is submitted in fulfilment of section 59 (6) of the County Government Act, 2012, which requires that the report be published in the County Gazette. 2.0 Recruitment, Selection and Appointment of Staff (a) The County Public Service Board recruited a total of eighty five (85) interns, sixty (60) interns to work under department of Health and Sanitation in conjunction with the Special Committee constituted by the Governor and forwarded to the Ministry of Health to serve under Universal Health Coverage (UHC) for further action and twenty five (25) interns to work under the Office of First Lady for the Skills Improvement Programme. (b) The Board recruited a total of one hundred and eighty one (181) staff to work on both permanent and pensionable terms and contract terms. Gender Total No. Percentage % Male 90 49.7 Female 91 503 3.0 Promotions In the month of December 2020, the West Pokot County Public Service Board promoted a total of one hundred and sixteen (116) health workers with effect from 1st January, 2021. 4.0 Renewal of Contract (a) In the month of June 2020, the West Pokot County Public Service Board renewed contract of thirteen (13) staff working in the Department of Finance, Public Service Management and Health for a period of four (4) years. (b) In the month of August 2020, the West Pokot County Public Service Board renewed the contract of thirty six (36) staff working in the Department of Agriculture and Irrigation for a period of three (3) years. (c) The Board renewed the contracts of eighteen (18) Early Childhood Development Education (ECDE) teachers for a period of three (3) years with effect from 1st September, 2020. (d) The Board renewed contract of County Secretary and for Chief Officers for two (2) years with effect from 7th December, 2020. 5.0 Confirmation of Staff The Board confirmed a total of thirteen (13) County staff who were serving under probationary terms of service into permanent and pensionable in the month of September 2020. 6.0 Values and Principles of Public Service (a) The County Public Service Board prepared the Annual Report to be submitted to County Assembly in fulfilment of section 59 (5) (a) of the County Governments Act as per the Constitution of Kenya, 2010. (b) The Board submitted the report on ethnic audit of a total of two thousand six hundred and eighty three (2683) County staff to National Cohesion and Integration Commission pursuant to Articles 10 and 232 of the Constitution of Kenya, 2010. 7.0 Challenges The Board has noted the following challenges in the course of their duties. (a) Inadequate financial allocation. (b) The Board has inadequate office space. (c) Inadequate funds for training. 8.0 Recommendations (a) Provision of adequate resources and funding. (b) Development of relevant policies and regulations that comply with Constitution requirements. (c) Periodic monitoring and evaluation of employees to ensure effective and efficient service delivery. (d) Increased public awareness and understanding of principles and values in public service delivery. (e) Enhanced networking and sharing good practices on governance in the public service. (f) Increased prompt visits to and spot checks County departmental offices. This should be conducted on a regular basis preferably two times in every quarter. 9.0 Conclusion The Board carried out its mandate as stipulated in the County Government Act section 59, which included Recruitment and Selection, Discipline and Promotion of Values and Principles in the County Public Service.
