THE NATIONAL ADVISORY COMMITTEE TO ADVISE AND OVE1SEE THE SUPPLY AND UTILIZATION OF BLOOD AND BLOOD PRODUCTS APPOINTMENT IT !S notified for the general information of the public that the Cabict.t '2•.cretary, Ministry of Health has constituted a National Advisory Committee to advise and oversee the supply and utilization of Blood and Blood Products, which shall be a multi-disciplinary technical advisory body to provide clinical leadership in assisting, identifying, designing and implementing cost-effective blood utilization management initiatives for the optimization of patient care. . The Advisory Committee shall comprise of— Chairperson Abass Gullet; Members Kibet Peter Shikuku (DT.) Elizabeth Wala (Dr ) Bharat Thakrar Patricia Murugami (Dr.) Fitange Ndemo (Prof.) Joe Wang'endo Joint Secretaries Charles Rombo Kiprono Chepkok Thuranira Kaugiria (Dr.) 2. The chairperson and other members of the Advisory Committee shall, prior to assuming their office, subscribe to the declaration prescribed in the Schedule. 3. The terms of reference of the Advisory Committee shall be to— (a) advise on matters pertaining to blood supply, including those directly affecting the practice of transfusion medicine in hospitals and health facilities; (b) design of communication and social mobilization/marketing in donor mobilization; (c) facilitate knowledge management and the availability of information and data on blood and blood products utilization management practices; (d) play a supportive role in the development of guidelines and manuals for the use of blood products; (e) identify opportunities to optimize transfusion medicine practices; (f) provide leadership in the identification, design and implementation of blood utilization management initiatives for the optimization of patient care; (g) design a data management framework with the capability of computing disaggregate needs for blood and blood products in every hospital or health facility; (h) develop a system to resolve the perennial shortage of blood and blood products in Kenya to overcome the challenges facing many patients requiring blood and blood products by ensuring adequate and safe supply of blood and blood products; (i) institutionalize blood management in support of county governments' participation; (j) monitor standards in respect of blood donor recruitment, collection, testing, processing, storage, imports, exports, issuance and distribution of blood and blood products as well as disposal of waste blood; and (k) conduct any other matter ancillary to or in furtherance of any of the foregoing terms of reference. 4. In the execution of its mandate, the Advisory Committee shall- (a) carry out or cause to be carried out such studies or research necessary in furtherance of its mandate; and (b) prepare and submit quarterly reports of its activities to the Cabinet Secretary, Ministry of Health through the Principal Secretary. 5. In addition, the Advisory Committee shall- (a) submit as appropriate, interim reports to the Principal Secretary/Ministry of Health as the Advisory Committee may find fit and necessary or as the need arises; (b) within a period of twelve (12) months, submit its final report to the Cabinet Secretary; and (c) in consultation with the Principal Secretary in the Ministry of Health, have the power to co-opt or to appoint any person as it deems fit only for specialized aspects of its terms of reference. 6. The deliverables and the Advisory Committee shall be expected to produce the following outcomes: (a) A legislative and regulatory report setting out rules
